Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for wastewater and drinking water sample analysis services for the Upper Midwest Environmental Sciences Center (UMESC).

• The vendor shall provide testing and analytical services for wastewater samples, including Biochemical Oxygen Demand (BOD), Total Suspended Solids (TSS), Phosphorous, Ammonium, Chemical Oxygen Demand, and Total Organic Carbon.

• The vendor shall also provide testing and analytical services for drinking water samples, including coliform bacteria, inorganic compounds, Synthetic Organic Compounds (SOC), and volatile organic compounds (VOC), as well as Lead/Copper.

• All analyses must be performed by a laboratory state-certified for municipal effluent discharge testing.

• Specific testing and analysis procedures must be followed.

• Maximum holding times for samples are mandated by Wisconsin Pollutant Discharge Elimination System permits and Safe Drinking Water Act requirements.

• Deliverables include an email copy of all results collected in a month, sent by the 10th day of the following month.

• Period of Performance: March 11, 2026 – March 10, 2027.

• Includes four (4) Option Years (OY) and a six-month option.

• All testing will occur in the Contractor's laboratories.

• Pricing must be based on the quantities of water quality tests specified.

• The quote must include unit pricing for each test and total annual proposed price for the base year and four option years.

• Pricing must include all analyses, reports, sample kits, preservatives, bottles, and related materials.

• Next-day delivery of samples to testing laboratories (outside La Crosse County, WI) is required, with the contractor responsible for all shipping costs and ensuring timely pickup.

• The vendor must be a Wisconsin state-certified laboratory.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quote (RFQ). The U.S. Geological Survey (USGS) requires analyses of wastewater and drinking water samples. This announcement is the only solicitation, and a written solicitation will not be issued.

• Provide testing and analytical services for Biochemical Oxygen Demand (BOD), Total Suspended Solids (TSS), Phosphorous, Ammonium, Chemical Oxygen Demand, and Total Organic Carbon on wastewater samples.

• Provide testing and analytical services for coliform bacteria, inorganic compounds, Synthetic Organic Compounds (SOC), and volatile organic compounds (VOC) on potable drinking water samples.

• All analyses must be performed by a laboratory certified by the State of Wisconsin for municipal effluent discharge testing.

• Samples have specified maximum holding times that must be adhered to.

• Pricing must include all analyses, reports, sample kits, sample preservatives, sample bottles, and related materials/supplies.

• Contractor must provide next-day shipment of samples to their testing laboratory (if not in La Crosse, WI) and is responsible for shipping costs and timely pickup.

• Period of Performance: Base year (March 11, 2026 – March 10, 2027) with four (4) one-year option years and one (1) six-month option year.

• Option Year 1: March 11, 2027 – March 10, 2028

• Option Year 2: March 11, 2028 – March 10, 2029

• Option Year 3: March 11, 2029 – March 10, 2030

• Option Year 4: March 11, 2030 – March 10, 2031

• Six Month Option: March 11, 2031 – September 10, 2031

  3. Qualifications (personnel experience and certifications)
  4. Price

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, considering price and other factors. Technical merit is significantly more important than price.
