Scope of Work
The contractor will provide two appropriately uniformed, equipped, and trained unarmed security guards to secure the main entrance and specified buildings at the BIA Pine Ridge Agency. Key responsibilities include:

- Monitoring and operating fire alarms, intrusion detection, and access control systems.
- Performing random roving patrols and enforcing alcohol/drug-free and weapon-free policies.
- Conducting package inspections and maintaining a visitor logbook. Guards will not carry firearms or have arrest authority but can detain suspected individuals for local law enforcement. Guards must be in good physical condition, pass a complete background investigation, and obtain a federal government-issued Personal Identity Verification (PIV) credential. Specific training is required in Human Interaction, Weapons and Defensive Tactics, Inspections, Law Enforcement Support, Patrol, Communications, and Emergency Response, with annual refresher training. Comprehensive General Liability, Bodily Injury/Death, Motor Vehicle Liability, and Workers' Compensation insurance are mandatory. The contractor must also maintain a personnel contingency plan.
