This amendment revises certain dates within the original solicitation.

• Period of Performance (POP): The POP will now commence on March 1, 2026.

• Due Date for Questions: Potential offerors may submit questions by January 30, 2026.

• Due Date for Quotes: Quotes must be submitted no later than February 13, 2026.

• Item 00010 (Unarmed Security Guard Services): The period of performance is updated to 03/01/2026 to 02/28/2027.

• Item 10001 (Unarmed Security Guard Services - Option Year 1): The period of performance is updated to 03/01/2027 to 02/29/2028.

• The deadline for submitting questions has been extended to January 30, 2026.

• The deadline for submitting quotes has been extended to February 13, 2026.

• The start date for the Period of Performance has been moved to March 1, 2026.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional unarmed Security Guard Services at the main entrance to the Bureau of Indian Affairs (BIA) Pine Ridge Agency in Pine Ridge, South Dakota.

• Provide two (2) appropriately uniformed, equipped, and trained Security Guards.

• Guards will not carry firearms and do not have arrest authority, but can detain suspected individuals for local law enforcement.

• Contractor is responsible for management, supervision, training, equipment, licenses, insurance, pre-employment screenings, reports, and supplies.

• Guards will screen visitors, guard government property, respond to security emergencies, and escort individuals off premises if necessary.

• Monitor and operate fire alarms, intrusion detection, and access control systems.

• Perform random roving patrols and enforce alcohol/drug-free and weapon-free environment policies.

• Conduct package inspections for deliveries.

• Maintain a logbook for visitors.

• Guards must be in good physical condition and capable of responding to emergencies.

• Security Guards must undergo and pass a complete background investigation and clearance.

• Annual Lautenberg Amendment Statement / Domestic Violence certification required.

• Specific training required in Human Interaction, Weapons and Defensive Tactics, Inspections, Law Enforcement Support, Patrol, Communications, and Emergency Response.

• Annual refresher training on non-lethal weapons, defensive tactics, screening, handcuffing, and use of force.

• Period of Performance (PoP): Twelve (12) months, with an option to extend for one (1) year (total not to exceed two (2) years).

• Hours of Operation: Monday through Friday, 7:00 am to 5:00 pm, excluding Federal holidays or facility closures.

• Place of Performance: Pine Ridge Agency, Pine Ridge, South Dakota, including Administration Building No. 159, Facility Building No. 162, Fire Management Buildings No. 158 and No. 160, and adjacent parking/handicap areas.

• Contractor personnel must have a federal government-issued Personal Identity Verification (PIV) credential for unsupervised access.

• Comprehensive General Liability insurance required ($500,000 per occurrence).

• Bodily Injury or Death insurance required ($200,000 per person / $500,000 per occurrence).

• Motor Vehicle Liability insurance required ($500,000 per occurrence).

• Workers' Compensation & Employer's Liability insurance required ($100,000 per person).

• Contractor must maintain a personnel contingency plan.

• Contractor employees must identify themselves as contractor employees and not government employees.

This document is the "Indian Affairs Indian Economic Enterprise Representation Form." Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services for Unarmed Security Guard Services for the Bureau of Indian Affairs, Pine Ridge Agency. The government is procuring these services in accordance with FAR Subpart 12.6.
