Quick Summary

The Department of the Army's Project Management Office (PMO) Uncrewed Aircraft Systems (UAS) has issued an Uncrewed Aircraft System Marketplace Commercial Solutions Opening (CSO). This open solicitation, published on March 16, 2026, aims to accelerate the adoption of advanced commercial UAS technology, transform UAS capabilities, and expand the industrial base to support the Department of War (DoW). The CSO employs a free-market approach and continuous competition to rapidly acquire and deliver innovative UAS solutions to Warfighters. It will remain open in perpetuity until canceled by the U.S. Army.

Scope of Work

This CSO covers a broad range of innovative solutions across various Areas of Interest (AOI), including but not limited to:

  • Intelligence, Electronic Warfare, and Sensors
  • Tactical Communications
  • Soldier Equipment
  • Simulation and Stimulation Training and Instrumentation
  • Uncrewed Aircraft Systems: Full Systems, Air Vehicles, Payloads
  • Supply Chain and Logistics
  • Additive Manufacturing
  • Autonomous Vehicles and Software (including Autonomous Behaviors, Command & Control)
  • Launched Effects
  • UAS Production (build at scale)

Contract & Timeline

  • Type: Commercial Solutions Opening (CSO) under authorities like FAR 6.102(d)(2) and 10 U.S.C. §3458.
  • Period of Availability: Open in perpetuity until canceled by the U.S. Army. Individual Call for Solutions (C4S) will specify response times.
  • Set-Aside: None specified.
  • Award Instruments: May include FAR Part 12 Commercial Procedures, FAR Part 16 fixed-price contracts, and non-FAR agreements such as Other Transactions (OTs) under 10 U.S.C. §4022 and §4023. Iterative prototyping is supported for OT awards.

Submission & Evaluation

There are two primary methods for industry partners to respond:

  1. Innovative Warfighter Solutions (IWS): Companies can submit solution briefs to any of the identified Areas of Interest. Submissions not immediately selected may be retained in a "Solution Basket" for future consideration. The IWS process may involve up to three phases: Solution Brief, optional Live Demonstration/Pitch, and a Commercial Solution Proposal (CSP).
  2. Call for Solutions (C4S): The Government will issue specific C4S as amendments to this CSO on SAM.gov. Each C4S will outline its unique submission requirements, evaluation procedures, and timelines.

Eligibility

To be eligible for an award, companies must:

  • Possess a Unique Entity Identification (UEI) number.
  • Maintain an active registration in the System for Award Management (SAM).
  • Register in the Wide Area Work Flow (WAWF) invoicing system.
  • Accurately represent their small business size and status.
  • Be determined responsible by the Contracting/Agreements Officer (KO/AO) and not be suspended or debarred.
  • Identify any actual or potential Organizational Conflicts of Interest (OCIs) prior to award.

Additional Notes

Non-Government advisors, bound by Non-Disclosure Agreements (NDAs), may assist in the evaluation process. Proprietary information will be protected in accordance with federal laws. IWS Solution Briefs must be submitted to UASMarketplaceIWS@army.mil with the Area of Interest in the subject line. General questions should be directed to usarmy.redstone.peo-avn.mbx.uas-marketplace@army.mil (cc: usarmy.redstone.acc.mbx.acc-rsa-uas-marketplace@army.mil).
