Solicitation

This is an open, "in perpetuity" Commercial Solutions Opening (CSO) from the U.S. Army's Project Management Office (PMO) Uncrewed Aircraft Systems (UAS) to rapidly acquire and deliver innovative commercial technology solutions to the Warfighter. It aims to accelerate the adoption of advanced commercial technology, transform UAS capabilities, and grow the industrial base. The CSO utilizes authorities such as FAR 6.102(d)(2) and 10 U.S.C. §3458.

The CSO covers a broad range of areas of interest (AOI), including but not limited to:

• Intelligence, Electronic Warfare, and Sensors
• Tactical Communications
• Soldier Equipment
• Uncrewed Aircraft Systems (Full Systems, Air Vehicles, Payloads)
• UAS Production (build at scale)
• Software, Autonomous Behaviors, Command & Control
• Launched Effects
• Additive Manufacturing
• Simulation and Training

Awards may be issued using various instruments, including FAR Part 12 Commercial Procedures, FAR Part 16 fixed-price contracts, and non-FAR agreements like Other Transactions (OTs) under 10 U.S.C. 4022 and 4023. The CSO remains open until canceled by the U.S. Army. Individual "Calls for Solutions" (C4S) will specify response times and requirements.

Two methods for responding:

1. Innovative Warfighter Solutions (IWS): Submit solution briefs to any AOI. Submissions not immediately selected are retained in a "Solution Basket" for future consideration. May involve Solution Brief, Demonstration/Pitch, and Commercial Solution Proposal (CSP) phases.
2. Call for Solutions (C4S): Respond to specific government-issued C4S, which will be posted as amendments on SAM.gov. C4S will detail submission requirements and evaluation procedures.

Companies must have a Unique Entity Identification (UEI) number and be registered in SAM.gov. Registration must be maintained throughout the period of performance. Companies must also register in the Wide Area Work Flow (WAWF) system. Small business status must be represented. Vendors must be deemed responsible and not suspended or debarred.

• The CSO will be updated frequently.
• Only a warranted Contracting Officer (KO/AO) can contractually bind the Government.
• Non-Government advisors may be used in evaluations; proprietary information will be protected.
• IWS Solution Briefs and general questions should be submitted to UASMarketplaceIWS@army.mil. C4S submissions follow instructions within each Call.

• Solution Brief Requirements (Phase I):
  • Max 5 pages (12-point font) or 15 slides.
  • Must be submitted as a single Adobe PDF file.
  • Prohibits inserted textboxes/pop-ups or internet links.
  • Content: Title Page, Company Information (CAGE/UEI if registered), AOI identification, proposed NAICS code, Executive Summary (1 page), High-Level Solution/Concept (describing innovation, capability gap solution, scalability, feasibility, technical team, technology type, TRL, and proprietary aspects), ROM/Schedule (2 pages with assumptions), Company Viability (market traction, financial stability), Affirmation of Business Status Certification, and Intellectual Property Statement/Agreement/Disclosures.
  • Prohibited Content: Personally identifiable information and protected health information.
• Evaluation Criteria (Phase I): Technical Merit, ROM/Schedule feasibility, and Company Viability.
• Costs: The Government will not pay for costs associated with preparing or submitting Solution Briefs or for live demonstrations unless explicitly authorized.
