This CSO aims to accelerate the adoption of advanced commercial technology, transform UAS capabilities, and grow the industrial base. It leverages a free-market approach to drive innovation and meet Soldier needs. Areas of Interest (AOI) include, but are not limited to:

  • Intelligence, Electronic Warfare, and Sensors
  • Tactical Communications
  • Soldier Equipment
  • Uncrewed Aircraft Systems (Full Systems, Air Vehicles, Payloads)
  • UAS Production (build at scale)
  • Software (Autonomous Behaviors, Command & Control)
  • Launched Effects
  • Additive Manufacturing
  • Supply Chain and Logistics
  • Installation Support and Innovation
  • Simulation and Stimulation Training and Instrumentation

Contract Details

Awards may utilize various instruments, including FAR Part 12 Commercial Procedures, FAR Part 16 fixed-price contracts, and non-FAR agreements such as Other Transactions (OTs) under 10 U.S.C. §4022 and §4023. The CSO operates under authorities like FAR 6.102(d)(2) and 10 U.S.C. §3458. Iterative prototyping is supported for OT awards.

Submission & Evaluation

There are two methods for responding:

  1. Innovative Warfighter Solutions (IWS): Companies submit solution briefs (max 5 pages/15 slides) to any AOI. Submissions not immediately selected are retained in a "Solution Basket" for future consideration (up to three years). The IWS process may involve up to three phases: Solution Brief, Live Demonstration/Pitch (optional), and Commercial Solution Proposal (CSP). Phase I evaluation considers Technical Merit, ROM/Schedule feasibility, and Company Viability.
  2. Call for Solutions (C4S): Companies respond to specific government-issued C4S, which will be posted as amendments to this CSO on SAM.gov. Each C4S will detail its own submission requirements, evaluation procedures, and timelines.

Eligibility

Companies must have a Unique Entity Identification (UEI) number and an active registration in the System for Award Management (SAM) prior to award, maintained throughout performance. Registration in the Wide Area Work Flow (WAWF) invoicing system is also required. Small business status must be represented. Vendors must be responsible and not suspended or debarred.

Additional Notes

Only a warranted Government Contracting/Agreements Officer (KO/AO) can bind the Government. Non-Government advisors may assist in evaluations under Non-Disclosure Agreements (NDAs), with proprietary information protected. Costs for preparing submissions are not reimbursed.
