• Tab 4: Gaps, Risks, & Observations: An optional tab for vendors to identify issues not covered in Tab 3, focusing on strategic or cross-cutting concerns.
• Tab 5: Future UCR Structure: Requires vendors to propose a future capabilities structure for a modernized UCR, including existing enterprise services and potential bundling opportunities.

This template is crucial for any vendor interested in providing input on DISA's Unified Capabilities Requirements. Completing and submitting this workbook allows vendors to share their perspectives on current capabilities, identify gaps and risks, and propose future structures, directly influencing DISA's modernization planning. Participation is voluntary and does not commit the Government to any acquisition. Responses should be vendor-neutral and avoid proprietary information.

Request for Information (RFI)

This RFI is issued by the Defense Information Systems Agency (DISA) to gather industry input for updating the Department of Defense (DoD) Unified Capabilities Requirements (UCR) 2013. The goal is to assess current industry practices, technologies, and standards to ensure UCR 2013 accurately reflects emerging technologies, aligns with DoD enterprise architectures, and supports interoperable, scalable, and secure solutions across the DoD Information Network (DoDIN).

DISA is seeking industry perspectives on:

• Alignment of existing DoD processes, policies, and infrastructure with industry advancements.
• Potential future approaches for DoDIN Approved Products List (APL)-based testing and certification.
• Alternative methods for assessing Unified Capabilities (UC) product alignment with cybersecurity, interoperability, and enterprise integration requirements.
• Integration and application of technologies such as modern network architectures, cloud-enabled services, edge computing, automation, AI/ML, and cybersecurity.

Respondents are asked to provide feedback on:

• Requirement Modernization: Identifying unclear, duplicative, or misaligned UCR requirements.

• Emerging Technologies: Considerations for cloud-native architectures, Zero Trust, automation, AI/ML, edge computing, software-defined networking, and advanced mobility.

• Interoperability and Integration: Observations on interoperability across DoD Components, Joint and Coalition partners, and mission environments.

• Scalability and Resiliency: Input on scalability, resiliency, availability, and performance.

• Cybersecurity Alignment: Alignment with DoD cybersecurity policies and frameworks.

• Implementation Considerations: Lessons learned, risks, or constraints associated with implementing UCR-aligned capabilities.

• Responses must be submitted using the Government-provided Excel template.

• Information should be high-level, non-proprietary, and capability-based.

• Detailed technical solutions, cost or pricing data, or vendor-specific products are not requested.

• Responses are due by 12:00 p.m. Eastern on February 25, 2025.

• This RFI is for market research and planning purposes only and does not constitute a solicitation or commitment to award a contract.

• Responses are voluntary and will not be returned or considered proprietary.

• Oral communications are not permissible.
