Statement of Work (SOW) / Performance Work Statement (PWS)

To contract with a qualified vendor to provide industrial uniforms, including furnishing, laundering, repairing, and replacing them on a weekly basis for approximately 80 employees of the Great Lakes St. Lawrence Seaway Development Corporation (GLS) in Massena, NY.

• Provide Industrial Fire-Resistant (FR) uniforms meeting Arc Flash PPE Category 2 standards (8 calories/cm²).

• Services include initial measurement and fitting, weekly delivery and pickup, laundering, repairs, replacements, and reporting.

• Uniforms must be navy blue, comparable to Dickies brand or better. Alternate colors require COR approval.

• Deliveries and pickups are weekly to three locations: GLS Maintenance Base, North Side of Eisenhower Lock, and North Side of Snell Lock.

• Initial measurements within 10 days of award; uniform delivery within 4 weeks of measurements.

• Provide representative uniform samples within 10 days of award for government review.

• Shirts: 11 per employee (short/long sleeve), FR, stay-press, soil release, navy blue, convertible collar, button closure (no snaps), two breast pockets, one pencil pocket.

• Trousers: 11 pairs per employee, FR, stay-press, soil release, fly closure, carpenter style, specific pocket and belt loop requirements. Flex-Waist option available.

• Name Tags: Embroidered navy blue tags with white lettering (employee name and GLS tag) required on shirts.

• Maintenance: Repairs to be like-new; non-repairable items replaced. Weekly pickup for repairs (return within 2 weeks) and replacements (return within 3 weeks).

• Normal wear and tear damages (e.g., broken zippers, torn seams, holes <3 inches) repaired/replaced at no cost to GLS.

• Contractor error losses replaced at no cost; GLS error losses replaced at GLS cost.

• Weekly reports detailing employee name, location, and quantities of clean/soiled items due to COR within 5 days of pickup/delivery.

• Period of Performance: 12-month base year (March 24, 2026 - March 23, 2027) plus three 12-month option years.

• Place of Performance: Three specified locations in Massena, NY. Weekly pickup/delivery between 7:00 AM - 3:00 PM EST, Monday-Friday.

• Contractor must coordinate with COR for retrieval of uniforms from separating employees.

• Update inventory records within 10 business days of retrieval and notify COR of any missing items.

• GLS facilities will be accessible for contract completion.

• COR monitors technical aspects and contract administration.

• Deliverables include attending a kick-off meeting, furnishing uniforms, weekly pickup/delivery, submitting reports, and performing inventory checks.
