Questions & Answers / Clarifications

This document provides responses to vendor questions regarding the Uniform & Laundering Services opportunity (Solicitation 6923G526Q0019).

• Incumbent Contractor: Unifirst Corporation, Contract #6923G522P0054, valued at $206,000.00.
• Pricing Basis: Offerors must propose a firm-fixed price for uniform rental and laundering for an estimated 80 employees, inclusive of normal wear and tear. The Government does not expect an allowance for customer-responsible loss or damage within this annual price. A separate Not-To-Exceed (NTE) line item is provided for loss/damage outside of normal wear and tear.
• Employee Count: The estimated 80 employees is for pricing and evaluation purposes only and does not guarantee a minimum. Invoices will be based on the actual number of employees utilizing uniforms.
• Garment Type: The Government will accept non-FR short sleeve garments. See updated PWS for clarification.
• Loss/Damage: A NTE line item is included for loss or damage outside of normal wear and tear. Such instances will be billed as incurred.
• Option Year Pricing: Offerors may account for anticipated annual cost increases in option year pricing, which must be firm-fixed price at the time of award.
• Submission Format: Pricing in Attachment B should be submitted as annual totals. A separate weekly per-employee price breakdown by garment type is also required.
• Background Checks: Contractor personnel will require agency background checks.
• Uniform Storage: The Government will provide racks for clean uniforms in designated areas.
• Delivery Schedule: Weekly pickup and delivery between 7:00 AM – 3:00 PM EST, Monday through Friday. The COR will approve the proposed schedule.

Statement of Work (SOW) / Performance Work Statement (PWS)

To contract with a qualified vendor to provide industrial uniforms, including furnishing, laundering, repair, and replacement services, for an estimated 80 employees of the Great Lakes St. Lawrence Seaway Development Corporation (GLS) in Massena, NY.

• Provide industrial Fire-Resistant (FR) Uniform clothing on a rent and clean basis. All FR garments must meet Arc Flash PPE Category 2 standards (8 calories/cm²).

• Services include initial measurement and fitting, weekly delivery and pickup of uniforms, laundering, repairs, replacements, and reporting.

• Uniforms to be navy blue, comparable to Dickies brand or better, with FR and soil release qualities.

• Each employee to receive eleven (11) shirts and eleven (11) pairs of trousers.

• Specific requirements for shirt and trouser construction, including pockets, closures, and waistband.

• Embroidered name tags (employee first name and "Great Lakes St. Lawrence Seaway Development Corporation") required on shirts.

Statement of Work (SOW) / Performance Work Statement (PWS)

To contract with a qualified vendor to provide industrial uniforms, including furnishing, laundering, repairing, and replacing them on a weekly basis for approximately 80 employees of the Great Lakes St. Lawrence Seaway Development Corporation (GLS) in Massena, NY.

• Provide Industrial Fire-Resistant (FR) uniforms meeting Arc Flash PPE Category 2 standards (8 calories/cm²).
