Scope of Work
The contractor will provide all labor, materials, and equipment for quarterly preventive maintenance, annual load testing, inspections, and repairs for three emergency generators (Katolight 800 KW, Kohler 150 KW, On site Energy 800 KW). Services must comply with NFPA 110 and manufacturer standards. Key requirements include 24/7/365 emergency response (4-hour), 24-hour response for regular service calls, and adherence to strict safety protocols (OSHA, NFPA 70E). Generator operation is restricted between 6:00 a.m. and 6:30 p.m. daily. The contract includes a base year (Date of Award to September 30, 2026) and four option periods, with potential for five additional consecutive option periods.
Submission Requirements
Offerors must submit a detailed Technical Approach for maintenance, Experience & Past Performance (3-5 references of similar size/nature within 10 years; failure to provide results in a non-responsive proposal), and a Financial Proposal. The Financial Proposal must be a Firm-Fixed-Price spreadsheet, utilizing the revised Bid Sheet, detailing quarterly maintenance, load testing, hourly rates for normal and after-hours repairs, and percentage markups for components and materials. Proposals developed with AI will be disqualified.
Evaluation Criteria
Award will be made to the responsible Offeror providing the Best Value to the Government, based on:
- Technical Approach: Effectiveness and clarity of the maintenance plan.
- Past Performance: Quality and relevance of experience.
- Price: Fairness and reasonableness. The USHMM reserves the right to award without discussions.
