Scope of Work

The contractor will provide all labor, materials, and equipment for comprehensive maintenance, inspections, testing, and repairs of three specific emergency generators: a Katolight 800 KW, a Kohler 150 KW, and an On site Energy 800 KW. Services must adhere to the latest edition of NFPA 110, Emergency and Standby Power Systems, and manufacturer's recommended standards. Key tasks include quarterly preventive maintenance, annual load testing, and 24/7/365 emergency repair availability with a four-hour response time. The Museum will provide a backup generator for annual PM and load bank testing. Generators cannot be run between 6:00 a.m. and 6:30 p.m. any day.

Contract Details

This is a Combined Synopsis/Solicitation issued under FAR Subpart 12.6, conducted as Full and Open Competition. The contract will consist of a base period (Date of Award to September 30, 2026) and four one-year option periods, totaling 60 months. Relevant FAR clauses, including 52.217-8 (Option to Extend Services), 52.217-9 (Option to Extend Term of Contract), 52.222-5 (Davis-Bacon Act-Secondary Site of Work), and 52.222-6 (Davis-Bacon Act), are incorporated. A current Wage Determination (No. 2015-4281, Revision No. 36) is attached. No small business subcontracting plan is required.

Submission Requirements

Offerors must submit:

  • Technical Approach: A detailed plan for successful testing and maintenance.
  • Experience & Past Performance: 3 to 5 references for similar contracts within the last ten years. Failure to provide these will result in a non-responsive proposal.
  • Financial Proposal: Pricing for quarterly maintenance and load testing per generator, including a Firm-Fixed-Price (FFP) spreadsheet with normal and after-hours repair hourly rates, and percentage markups for repair components and materials. A revised Bid Sheet is provided.

Evaluation Criteria

Award will be made to the responsible Offeror whose proposal represents the Best Value to the Government, based on:

  • Technical Approach: Effectiveness and clarity of the maintenance plan.
  • Past Performance: Quality and relevance of experience gained in the past 10 years.
  • Price: Evaluated for fairness and reasonableness. The USHMM reserves the right to award without discussions.
