Set-Aside

Evaluation Criteria
Evaluation will be based on the SF 330 submission, with primary factors (a-f) and secondary tie-breaker factors (g-i):
- (a) Specialized Experience and Technical Competence: Demonstrated experience in DBB/D-B documents for federal vertical construction (>$15M), military construction, civil works flood risk reduction, complex facilities, commissioning, and use of MII/SPECSINTACT.
- (b) Professional Qualifications: Education, training, registration, and experience of key personnel (e.g., Project Managers, Architects, Engineers, Commissioning Specialists, Cost Estimators, CADD/BIM Managers).
- (c) Work Management and Teaming: Proposed management plan, team composition, roles, quality control, and experience with subcontractors.
- (d) Past Performance: Record of quality, management, cost control, schedule compliance, and subcontractor management, assessed via CPARS or Past Performance Questionnaires (PPQs) (Attachment B).
- (e) Capacity: Ability to execute multiple task orders concurrently, demonstrating capacity for $4M in task orders per year.
- (f) Knowledge of the Locality: Demonstrated knowledge of state/local codes, geology, environmental conditions, construction methods, and permit requirements in the New England states.
- (g) Geographic Proximity: Location of firm's and team's offices in the New England states.

Submission Requirements
Interested firms must submit Parts I and II of the SF 330 for the prime firm (or joint venture), and Part II for each consultant and each firm in a joint venture. A copy of the joint venture agreement (consistent with Attachment C) is required if applicable. Submissions must be made electronically via the Army's PIEE Solicitation Module (https://piee.eb.mil/) by June 5, 2026, at 2:00 PM EDT. The SF 330 Part I has a page limit of 65 pages.
