Submission Requirements & Evaluation

Interested firms must submit SF 330 (Parts I and II) for the prime firm, joint ventures, and key consultants/subcontractors. SF 330 Part I has a 65-page limit. Submissions must include CPARS reports or Past Performance Questionnaires (PPQs) for the five most relevant projects. Firms must be registered in SAM prior to award.

Primary Evaluation Criteria (in descending order of importance):

  1. Specialized Experience and Technical Competence: Demonstrated experience in DBB/D-B for vertical construction (>$15M), military construction, civil works flood risk reduction, large/complex facilities, commissioning, and use of MII/SPECSINTACT.
