Scope of Requirement

Contract Details
This is a Solicitation for a fully serviced, turnkey lease. The initial lease term is one (1) year, with the Government having the option to renew for nine (9) consecutive one-year terms. The Government retains termination rights with 180 days' notice. While no specific set-aside is designated, the NAICS code is 531120 (Exception), and HUBZone small business concerns may elect to waive price evaluation preference. Offerors must be registered in SAM.gov prior to award.
Submission & Evaluation
Proposals are due by April 20, 2026, at 4:00 PM New York local time, and must be submitted electronically via Smartsheet. The award will be based on a best-value tradeoff process, considering Price (Factor 1) and technical factors including Quality and Condition of the Space, Connection to Public Transit, Area Safety and Security, Neighborhood Amenities, Project Schedule, and Past Performance. Offerors may submit up to two (2) offers per offered space/location. Required forms include GSA Form 1364 (Proposal to Lease Space) and GSA Form 1217 (Lessor's Annual Cost Statement).
