This document provides responses to industry questions regarding the ROSIE requirement, intended for market research and planning purposes in accordance with FAR 15.201. It does not constitute a solicitation or commitment by the Government.

• Personnel Clearances: The Government will accept interim Secret clearances for personnel to start, with updates to be provided in the final requirement.

• Equipment: A Government Furnished Equipment (GFE) list will be provided with the solicitation. Contractors must identify any required Contractor Furnished Equipment (CFE) in their proposals.

• Transportation: The Government does not provide transportation to Kwajalein via Military Air (MilAir). Commercial air travel is authorized, and MilAir use requires advance approval on a case-by-case basis.

• Warehouse & Delivery: While the Kwajalein Garrison historically provided warehouse space and delivered large/heavy materials, the ROSIE contractor will be responsible for moving most other materials from warehouses to end points. Specifics on warehouse space will be provided in a bidder's library if used.

• Directed Subcontractors: The Government does not anticipate directing the use of specific subcontractors. A small business participation requirement will be included if the acquisition is full-and-open.

• Modernization: Improvement and Modernization (I&M) requirements may arise. Information will be provided in a bidder's library if used. Future I&M projects cannot be predicted due to funding and identification processes, but parts obsolescence is anticipated.

• Test Missions: An average of nine (9) test missions occur each fiscal year. This information will be provided in the final requirements.

• Watercraft: Watercraft support is not part of the ROSIE requirement.

• Recall Timelines: Non-active metric sensors will maintain an 8-hour recall. Critical situations may require 90-minute recall for secondary sensors. Imaging sensors will maintain a 3-hour recall. Specific conditions driving recall timelines are being considered for inclusion in the final requirement.

• PWS Clarifications: Several PWS sections (e.g., 3.1.1.6.4, 3.3.1.8, 3.3.2.1, 3.4.1, 3.5) will be clarified or updated in the final ROSIE requirement, including definitions for "minor/major modifications" and "power plant equipment," and ensuring consistency between lists.

• Key information regarding GFE, CFE, transportation, warehouse operations, and recall procedures will be detailed in the final solicitation.

• A bidder's library may be used to provide further details on various aspects of the requirement.

• The Government intends to clarify and update several PWS sections for improved accuracy and clarity in the final ROSIE requirement.

Request for Information (RFI)

This RFI is issued by the U.S. Army Space and Missile Defense Command (USASMDC) Reagan Test Site (RTS) for market research and planning purposes. It seeks industry feedback on potential follow-on requirements for Operations, Sustainment, Improvement, and Engineering (ROSIE) at the RTS. This notice is not a solicitation, and no contract award is guaranteed.

The RFI outlines anticipated contractor support services, including:

• Security: Facility Security Clearance (Secret FCL), personnel clearances (Secret minimum), and access to specific networks (DREN, NIPRNet, SIPRNet).

• Mission Support: Operation and maintenance of diverse instrumentation including Radars (ALTAIR, TRADEX, ALCOR, Ground Based Radar-K), Optics, Telemetry, Control Centers, Missile Impact Scoring Systems, Data Networks and IT Infrastructure, and other technical support services (COMSEC, TMDE, mission planning, software development).

• C4IM: Management of RTS Range Mission Data Networks, Data Centers, telecommunication rooms, cable management, long-haul communication circuits, and voice/RF communication systems.

• The anticipated contract period of performance is a four-year base period with three two-year option periods (total 10 years).

• A transition period of approximately 90 days prior to October 1, 2028, is expected.

• Interested vendors must submit a response letter (max 10 pages) detailing their ability to comply with the requirements.

• A separate Excel file should provide feedback/suggestions on requirements and the draft PWS.

• Responses are due by 10:00 AM CST on December 17, 2025.

• No classified or proprietary information should be submitted.

• Only U.S. companies or companies authorized to do business with the DoD via specific approvals may respond.

• Set Aside: N/A.

• Anticipated NAICS Code: 541715.

• The USG is conducting market research and has made no decision on acquisition approach.

• Two in-person industry day events are planned for 2026 (Huntsville, AL, and Kwajalein Atoll).

• Kwajalein Atoll presents a corrosive environment and remote location, impacting costs and logistics.

• Future Kwajalein Base Operations Support (BOS) requirements will be pursued separately.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive, continuous, and fully coordinated operational support for Reagan Test Site (RTS) test missions and space operations. The overarching goal is to ensure the successful execution of these critical activities.

The contractor shall provide a wide range of services including:

• Test Mission Support (TMS): Program planning, cost estimation, mission test planning, execution, and post-mission support.
• Space Operations: Support for Space Surveillance Operations (SSOPS) as a contributing sensor to the Space Surveillance Network, including detection, tracking, and object discrimination.
• Sustainment/Maintenance: Maintaining RTS instrumentation and systems, including hardware, software, ancillary equipment, and facilities.
• Improvements & Modernization (I&M): Engineering services for instrumentation upgrades, modifications, and new capabilities.
• Cyber Security: Implementing and managing a comprehensive cybersecurity program for RTS networks and systems.
• Communications/Networks/IT Services: End-to-end operations, sustainment, and maintenance of RTS mission communications, networks, and IT services.
• Support Services: Including technical facility maintenance, design and engineering support, calibration lab support, and RF safety.

Performance requirements are detailed across various sections, including specific availability targets (e.g., 95% for normal operations, 99% for test/space mission windows), response times for IT services, and adherence to security protocols. Specific metrics are often tied to Contract Data Requirements Lists (CDRLs).

Primary work locations are Kwajalein Atoll, RMI, and Huntsville, Alabama. Secondary locations may include various contractor, subcontractor, and Government facilities.

• Security: Compliance with all applicable security regulations, including personnel clearances, facility classifications, and information assurance.
• Transition: Execution of a Government-approved Transition/Phase-In plan with minimal disruption.
• Deliverables: A comprehensive list of deliverables is outlined in Section 6, including various reports, plans, and manuals, with specified frequencies.
• Government Furnished Assets: Office space, desks, chairs, telephones, computers, and fax machines will be made available.

Questions & Answers / Clarifications

This document provides responses to industry questions and feedback gathered during a prior industry day event (September 25, 2025) related to the USASMDC Kwajalein range requirements. It clarifies the scope of the upcoming acquisition, noting that Base Operations Support (BOS) is no longer included.

• Scope Reduction: Base Operations Support (BOS) is explicitly excluded from the future USASMDC Kwajalein range requirements acquisition. Limited BOS functions supporting the range may be included, but broader BOS requirements will be pursued separately.
• Marshallese Workforce: Marshallese employees can work on the follow-on contract but are not required to have a Secret clearance. However, they must undergo background checks and specific approval processes. Access to classified information is restricted to U.S. Citizens.
• Contracting Strategy: The government is considering various contract vehicles and will seek industry input. Small business goals and subcontracting plans are anticipated for prime contractors.
• Logistics and Support: Information regarding Government-furnished property, pre-positioned materials, and logistical support (travel, lodging, COLA, medical) will be provided in the draft RFP. Specific details on housing availability will also be shared.
• Security Clearances: A SECRET clearance is anticipated for all personnel, with TOP SECRET required for those working with SCI, SAP, or related facilities/networks.
• RFP Timeline: The final RFP is anticipated in the first quarter of Fiscal Year 2027.

This document significantly narrows the scope of the upcoming acquisition by removing broader BOS requirements.
