U.S. Government Seeks to Lease Office and Related Space in Wilmington, NC

• Security: Facility Security Level III (FSL III) with extensive physical and cybersecurity measures, including an enclosed sallyport (at least 1,340 SF), a reserved elevator with direct access, and secure fencing for 52 surface parking spaces. Building Specific Amortized Capital (BSAC) of $25.00 per ABOA SF is allocated for security improvements.
• Amenities: Potential for roof access for antenna installation, vending facilities, and approximately 4,690 SF for a fitness center and storage areas.
• Location Restrictions: The building must not be within 200 feet of specific uses such as daycares, cannabis dispensaries, or hotels, and must be within a specific area of Wilmington, NC defined by road intersections.
• Compliance: Adherence to seismic safety standards (requiring specific forms), accessibility requirements, fire protection and life safety codes, ENERGY STAR® label for energy efficiency, and environmental standards (Phase I ESA required). The space must also be free of asbestos-containing materials.

Contract Details

• Contract Type: Lease.
• Period of Performance: 20 Years, with a 15-year firm term. The Government retains termination rights after the firm term with 90 days' notice.
• Estimated Value: A rent cap of $44.84 per Rentable Square Foot (RSF), fully serviced, is specified. A Tenant Improvement (TI) allowance of $55.56 per ABOA SF is provided.
• Set-Aside: This is an open competition. A HUBZone Small Business Concern Price Preference Waiver is available, and small business size standard information is accessible via the SBA website. The NAICS Code is 531120 (Exception).

Submission & Evaluation

• Submission Deadline: July 6, 2026, 5:00 PM Eastern Time.
• Submission Method: Electronically via the Requirement Specific Acquisition Platform (RSAP) at leasing.gsa.gov.
• Mandatory Requirements: Offerors must request sensitive Exhibits B and K via email to Cathleen Ryer (Cathleen.ryer@gsa.gov) and Tim Mazzucca (timothy.m.mazzucca@gsa.gov), as offers submitted without these may be rejected. Various forms (e.g., Form 1364, Lessor's Annual Cost Statement Form 1217, Fire Protection and Life Safety Evaluation Form 12000, Seismic Forms, and Foreign Ownership/Financing Representation Form) must be completed and submitted.
