Purpose & Scope

Proposing teams must define a novel platform technology and key use-inspired research solutions (their "Mission") that align with specific NSF Topic Announcements. These missions should aim to create or reshape entire scientific fields or technology sectors. Teams are expected to operate with substantial operational autonomy, technical expertise, and organizational flexibility. Key requirements include full ownership and internal control of Intellectual Property (IP) produced, and full-time dedication of Senior/Key Personnel by Phase 1. Compliance with the CHIPS and Science Act of 2022 regarding "foreign entities of concern" and "Malign Foreign Talent Recruitment Programs" is mandatory.

Contract Details

Awards will be made via Other Transaction (OT) contracts, which are not FAR-based procurement contracts or financial assistance opportunities. The initiative follows a phased approach:

  • Phase 0: Approximately 9-12 months, with awards up to $1,500,000.
  • Phase 1: Approximately 24-36 months, with awards up to $50,000,000 per year, with potential renewal for Phase 2. Awards will be milestone-based. The place of performance is within the United States.

Eligibility & Set-Aside

This opportunity is open to any domestic responsible entity for Phase 0. Lead organizations must be registered in SAM.gov. Restrictions apply to U.S. proscribed parties, certain "foreign entities of concern," and individuals involved in Malign Foreign Talent Recruitment Programs. There is no specific set-aside designation.

Submission & Evaluation

The evaluation process is two-step, beginning with Written Proposals followed by an invitation for Oral Proposal Packages and presentations for a select number of teams. While a specific deadline for written proposals is not provided, they must not exceed 8 single-sided pages (excluding COI statements) and adhere to strict formatting guidelines (12-point font, 1" margins, PDF submission). Evaluation criteria, "Team Qualifications and Structure" and "Mission Clarity and Outcomes," will be weighed equally.
