The system features encryption, an enhanced threat environment, and platform interfaces for various aircraft. The solicitation details numerous Contract Line Item Numbers (CLINs) for:

  • AS and End Item Cryptographic Units (ECU)

  • Pricing: Primarily Firm Fixed Price (FFP), with some Cost Plus Fixed Fee (CPFF) elements.

Submission & Evaluation

Proposals are due May 18, 2026, at 10:00 AM EST. Offerors must meet several prerequisites:

  • Cross Domain Solutions must be on the NCDSMO List for Raise the Bar (RtB) 1.2 or higher.
  • Provide a signed NSA letter identifying the End-item Cryptographic Unit (ECU) as certified to protect collateral Secret or above data.
  • Complete and receive approval for DD Form 2345 (Military Critical Technical Data Agreement) to access the Final RFP and technical library.
  • Compliance with Cybersecurity Maturity Model Certification (CMMC) Level Requirements is mandated. Proposals will be evaluated based on Technical, Past Performance, and Price. Technical is more important than Past Performance, and both combined are significantly more important than Price. A best value tradeoff process will be used.

Additional Notes

This solicitation has been updated through Amendment 0004, which added FAR Clause 52.222-90 regarding DEI discrimination. Previous amendments extended the proposal deadline and clarified various sections and attachments. All submissions must be made electronically via the PIEE system.
