Quick Summary

The United States Senate, Office of the Sergeant at Arms (SAA) is soliciting quotes for a Hair Care Point-of-Sale (POS) System under Request for Quotation (RFQ) 2026-R-007. This opportunity seeks a comprehensive POS solution for the Senate's hair care facility in Washington, DC. The contract will be awarded on a best-value (trade-off) basis. Quotes are due by March 20, 2026, at 12:00 PM EST.

Scope of Work

The SAA requires a Hair Care POS System, including associated support services. Key components include:

  • POS System: Meeting detailed specifications for general features, self-service interfaces, calendar management, administrator/user rights, workflow creation, inventory, and reporting.
  • Services: Data migration, reporting customization, integration with systems like Office 365, QuickBooks, and payment processing.
  • Maintenance & Support: Ongoing technical support for the system.

Key Requirements

Offerors must provide Firm-Fixed-Prices on a F.O.B. Destination basis for a base year and option years, as detailed in the Pricing Table (Attach A). Submissions must include:

  • Signed PRICING TABLE (Excel Worksheet) with mandatory vendor information.
  • Applicable End User License Agreements (EULA) and Contract Terms and Conditions in full text, searchable PDF format.
  • Signed ADDENDUM TO COMMERCIAL AGREEMENTS (if EULAs/terms are provided).
  • For resellers, a current statement from the Original Equipment Manufacturer (OEM) authorizing sale to the Federal Government in the USA.
  • For telecommunications equipment or high-impact/moderate-impact information systems, an OEM STATEMENT OF COMPLIANCE for Section 208 of the Legislative Branch Appropriations Act, 2020.

  • Award Basis: Best value (trade-off) source selection.
  • Set-Aside: None specified.
  • Contract Terms: Subject to attached PURCHASE ORDER CLAUSES and ADDENDUM TO COMMERCIAL AGREEMENTS. Quotes must be valid until July 31, 2026.

Submission & Evaluation

  • Questions Deadline: March 6, 2026, 5:00 PM ET (This date has passed).
  • Quote Submission: Via email to Acquisitions@saa.senate.gov by March 20, 2026, 12:00 PM EST. The subject line must be "ATTN: Charles Blalock 2026-R-007". Early submissions are encouraged.
  • Evaluation Factors: Technical specifications, proposed price (including list price, optional items, and maintenance), and past performance of similar products/services within the past three years. Technical capability will be assessed, and cursory responses may be deemed unacceptable.

Important Notes

The SAA reserves the right to reject any quotation that does not fully address requirements or deviates from specifications. The SAA will not provide debriefings and is not obligated to reimburse costs incurred in quotation preparation. The Addendum to Commercial Agreements modifies standard commercial terms, asserting Federal law and Senate procurement regulations precedence over conflicting vendor clauses (e.g., regarding automatic renewals, indemnification, audit rights, and dispute resolution).
