Quick Summary

The Department of Commerce is seeking an Administrator for US Top Level Domain (usTLD) Registry Management Services. This is a no-cost contract to ensure the secure, stable, and resilient operation of the .us domain name system. The acquisition is a Small Business Set-Aside, with options for HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business (WOSB) eligible under the WOSB Program, or EDWOSB. Phase 1 proposals are due May 18, 2026.

Scope of Work

The selected contractor will be responsible for the centralized management and coordination of registry, registrar, database, and information services for the usTLD. Key responsibilities include:

  • Developing and implementing policies for usTLD administration and accrediting registrars.
  • Advocating for and participating in multistakeholder internet governance.
  • Managing locality-based domain names and expanding to second-level registrations.
  • Implementing Domain Name System Security Extensions (DNSSEC) and ensuring Universal Acceptance of Internationalized Domain Names (IDNs) and Email Addresses (IEAs).
  • Mitigating DNS Abuse and other malicious conduct, including illegal website content (CSAM, opioid distribution, commercial piracy), and providing transparency reports.
  • Protecting intellectual property and maintaining a United States Nexus Requirement policy.
  • Revitalizing the kids.us domain. All core registry services, including the registry database and authoritative DNS, must be performed within the United States, and the contractor must be a U.S. entity with a physical address in the U.S.

Contract Details

  • Contract Type: No-cost contract ($0.00). The contractor will not receive funding from the Government but may establish and collect fees from third parties, subject to Contracting Officer approval. Fees must be transparent, reasonable, and market-based.
  • Period of Performance: A total of 7 years, comprising a 36-month base period (including an up to 9-month transition) and four 1-year option periods.
  • Place of Performance: Washington, DC, with core services and physical address required within the United States.
  • Special Requirements: Compliance with Section 508 for electronic documents and websites. The Government retains unlimited rights to all documents and usTLD Registry Data.

Submission & Evaluation

This is a two-phase procurement process:

  • Phase 1: Requires submission of Technical Volume I (Demonstrated Experience & Approach), limited to 15 pages, including a narrative response and up to three project references.
  • Phase 2: Requires submission of Technical Volume II (Work Statement Submissions & Oral Briefing), limited to 41 pages, and a Cost Volume (Fee Structure with Cost Narrative) using the provided Excel template (ATTACHMENT J.4).
  • Evaluation Factors (in descending order of importance):
    1. Demonstrated Experience & Approach (Phase 1)
    2. Work Statement Submissions & Oral Briefing (Phase 2)
    3. Fee Structure with Cost Narrative (Phase 2) Award will be made to the offeror whose proposal best meets the Government's needs and is in its best interest, not necessarily the lowest cost. Required attachments include the Reference POC Template (J.3) and Fee Overview Template (J.4). Proposals must be submitted via email.
