Scope of Work
The selected Administrator will be responsible for:
- Centralized management and coordination of usTLD registry, registrar, database, and information services.
- Developing and implementing policies for usTLD administration, including expansion to second-level registrations.
- Accrediting registrars and actively participating in multistakeholder internet governance (e.g., ICANN).
- Implementing robust risk management, DNSSEC, and Universal Acceptance for Internationalized Domain Names (IDNs) and Email Addresses (IEAs).
- Adhering to security and privacy practices (ISO 27001) and mitigating DNS Abuse and other malicious conduct.
- Protecting intellectual property and revitalizing the kids.us domain.
- Managing a TLD with at least two million domains and ensuring 508 accessibility for electronic documents.
Contract Details
- Contract Type: No-cost contract ($0.00)
- Period of Performance: A total of 7 years, comprising a 36-month base period (including up to a 9-month transition) and four 1-year option periods.
- Set-Aside: Small Business, with options for HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business (WOSB) or EDWOSB.

- Phase 2: Requires Technical Volume II (Work Statement Submissions & Oral Briefing), limited to 41 pages (PDF), and a Cost Volume (Fee Structure with Cost Narrative) using the provided Excel template.
