Offerors must provide GPS or similar instantaneous tracking capability for delivery and ensure shipping is in boxes, properly labeled according to MIL-STD-129.
Key Clarifications

Submission & Evaluation

Submissions should be in .doc or .docx format, single-spaced, 12-point Times New Roman font, and no more than ten (10) pages (excluding Section C clauses). A complete quotation must include a Cover Page, Volume 1 (Technical Submission - Conformance and Delivery), and Volume 2 (Price Submission). Evaluation will be based on Technical Conformance (most important), Delivery, and Price, using a best value trade-off determination. Technical Conformance and Delivery will be rated adjectivally (Excellent, Good, Acceptable, Unacceptable).
