Statement of Work (SOW)

To replace the Electronic Expansion Valve (EEV) on circuit one of a Trane Chiller Model # RTAC-1704-UR0N-UAFN-N1TY1DDN, Serial# U09L05904, located at 4000 Coast Guard Blvd, Portsmouth, VA 23703.

• Task 1: Valve Removal: Isolate the chiller unit electrically using Lockout/Tagout (LOTO), recover the refrigerant charge from the affected circuit, and remove the faulty EEV and its controller.

• Task 2: Valve Installation: Furnish and install a new manufacturer-specified EEV and controller as a matched set. Evacuate the circuit to a minimum of 500 microns, perform a decay test, recharge the circuit with recovered refrigerant (topping off if needed), remove LOTO, re-energize the unit, and perform a leak check.

• Evacuate circuit to a minimum of 500 microns.

• Perform a decay test to ensure the system is leak-free.

• Document total recovered refrigerant weight and total refrigerant added.

• Perform a thorough electronic leak check.

• Period of Performance: Not to exceed 30 working days after contract award.

• Place of Performance: 4000 Coast Guard Blvd, Portsmouth, VA 23703. Custom manufacturing at contractor's facility; installation at USCG Base Portsmouth.

• Personnel: Project Manager available via telephone Mon-Fri, 0700-1530 EST, with 24-hour response for technical issues. Employees require Base Access and must comply with Government regulations, policies, and procedures.

• Site Visit: Recommended for field verification; arrangements must be made with the QAE Representative at least 3 days in advance.

• Security: Contractors without Real ID must present specific forms of identification (e.g., U.S. Department of Defense ID, RAPIDGate Credential, HSPD-12 PIV card, U.S. passport). All vehicles require a valid state license plate and safety inspection sticker.

• Hours of Operation: Generally 0700-1530 EST, Mon-Fri, but may require work outside these hours, including weekends/holidays, with prior written request and approval.

• Travel: Not a separate line item; included in overall cost for delivery and installation.

• Reporting: All written reports must be in electronic format compatible with DHS workstations.

• Property: Contractor furnishes all necessary facilities, materials, equipment, and services.

• Acceptance: QAE will inspect work and has the right to reject deficiencies. Contractor may have an opportunity to correct rejected work.

• Safety: Abide by OSHA regulations (29 CFR 1910 & 1926). Written safety programs reviewed by Base Safety Officer. Written notification required for activities potentially causing fire/explosion or impacting fire suppression systems. Lock Out/Tag Out requires coordination with facilities; not conducted by contractor. Right to stop unsafe work.

• Environmental Protection: Abide by EPA regulations (40 CFR). Written environmental management and pollution prevention programs reviewed by Environmental Protection Specialist. Written notification required for activities potentially causing permit violations. MSDS, permits, and notices of intent required. Hazardous materials disposal per federal, state, and local guidelines.

• Permits: Contractor obtains all necessary appointments, licenses, and permits.

• Workmanship: All work to be accomplished with best standard practices by experienced personnel.

• Oral Modification: No oral statements modify contract terms.
