Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for construction services to perform a complete overhaul, rehabilitation, and modernization of the fuel storage and dispensing system at USCG Station Sand Key in Clearwater, FL. The objective is to restore the fuel system to full operational status in compliance with federal, state, and local regulations, as well as industry standards (EPA, FDEP, NFPA, UFC, USCG). This requirement is a Small Business Set-Aside only.

• Provide all labor, supervision, materials, equipment, tools, testing, permits, and incidentals.

• Perform site investigation and system condition assessment.

• Decommission and remove existing fuel storage tanks, OR clean, inspect, and rehabilitate them.

• If replacing tanks, furnish and install new double-wall UL-listed steel or fiberglass tanks with corrosion protection and anchoring systems as needed.

• Replace existing underground piping with new double-wall fiberglass or coated steel piping, including secondary containment and pressure testing.

• Remove and replace fuel transfer pumps and install new explosion-proof fuel dispensers with metering systems, hose reels, and automatic shutoff nozzles.

• Replace or upgrade electrical control panels, install new emergency shutoff switches, and upgrade wiring to NEC compliance.

• Integrate leak detection monitoring.

• Perform soil sampling if excavation is required and properly dispose of contaminated materials.

• Demolish and replace damaged concrete pads, install new equipment pads, and restore pavement and landscaping.

• Conduct hydrostatic tank testing, piping pressure testing, leak detection system testing, electrical system testing, and dispenser calibration.

• Deliverables include shop drawings, product data submittals, as-built drawings, O&M manuals, warranty documentation, and training for USCG personnel.

• Contract type: Fixed price.

• Award will be made using simplified acquisition procedures (FAR part 13 and 15).

• Award will be made to the responsible offeror whose offer is most advantageous to the Government, Best Value, considering Cost and Past Performance factors.

• Estimated Project Duration: 4-8 months (depending on scope and environmental findings).

• Proposals require a price breakdown of cost of materials/equipment and cost of labor.

• Quotes are due no later than close of business (3 p.m.) on March 10, 2026.

• Questions and Answers will not be accepted after March 4, 2026, at 10:00 AM EST.

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform a complete overhaul, rehabilitation, and modernization of the fuel storage and dispensing system at USCG Station Sand Key, restoring it to full operational status and ensuring compliance with all applicable federal, state, and local regulations.

• Pre-Construction Services: Conduct site investigation, system condition assessment, tank tightness testing, as-built verification, develop a phased construction plan, prepare submittals, and obtain permits.

• Fuel Tank Work: Decommission and remove existing tanks, or clean, inspect, and rehabilitate existing tanks. If replacing, furnish and install new double-wall UL-listed steel or fiberglass tanks with corrosion protection, anchoring, and new spill/overfill protection.

• Fuel Piping Replacement: Remove existing underground piping and install new double-wall fiberglass or coated steel piping with secondary containment, flex connectors, pressure testing, and tracer wire if applicable.

• Pump & Dispenser Replacement: Remove and replace fuel transfer pumps with explosion-proof motors. Install new fuel dispensers with metering systems, hose reels (if required), and automatic shutoff nozzles. Calibrate meters.

• Electrical & Controls: Replace or upgrade control panels, install new emergency shutoff switches, install new fuel management systems (if required), upgrade conduit/wiring to NEC compliance, install grounding/bonding, and integrate leak detection monitoring.

• Environmental & Compliance: Conduct soil sampling, dispose of contaminated materials, perform certified tank cleaning, maintain spill prevention, provide SPCC compliance updates, and submit closure documentation if tanks are removed.

• Concrete & Site Restoration: Demolish and replace damaged concrete pads, install new equipment pads, and restore pavement, striping, and landscaping.

• Testing & Commissioning: Perform hydrostatic tank testing, piping pressure testing, leak detection system testing, electrical system testing, dispenser calibration, and full operational functional testing, providing written reports.

• Estimated Project Duration: 4-8 months (depending on scope and environmental findings), including Design & Submittals (30-60 days), Procurement (45-90 days), Construction (60-120 days), and Testing & Commissioning (1-2 weeks).

• Maintain station fueling capability throughout the project or provide temporary fuel supply.

• Coordinate shutdowns with the Commanding Officer.

• Restrict work to approved hours.

• Maintain site security per USCG requirements.

• Submit a Site-Specific Safety Plan and comply with OSHA regulations.

• Implement Hot Work Permits and maintain fire watch during welding.

• Follow USCG base access requirements.

• Implement a Quality Control Plan with qualified technicians and licensed contractors.
