Statement of Work (SOW)

To restore and renovate bathrooms at USCG Station Portsmouth and USCG Sector Virginia Logistics Building, including tile and grout repair, deep cleaning, and re-sealing. A key objective is to divide the existing men's shower at the Sector Virginia Logistics Building into two separate stalls and construct a dedicated changing area.

• Bathroom Tile and Grout Restoration: Clean, repair, and re-seal approximately 890 sq ft of wall and floor tile and grout across four bathrooms. This includes addressing damaged grout and tiles.
• Sector Virginia Men's Shower Renovation: Demolish the existing single shower, re-route water lines, and construct two separate shower stalls with dedicated changing areas. This involves building new walls, installing new fixtures (showerheads, mixing valves, drains), exhaust vents with lights, shower pans, curbs, and tiling.
• General Requirements: Contractors must provide all labor, equipment, and materials. Waste disposal must comply with regulations. Contractors must submit color choices for new shower stalls and flooring.

Workmanship must adhere to best standard practices and be supervised by experienced personnel. The government reserves the right to reject work not conforming to the accepted proposal.

• Period: Not to exceed 60 working days after contract award or as negotiated.

• Place: USCG Base Portsmouth, VA 23703. Custom manufacturing at the contractor's facility; installation at USCG Base Portsmouth.

• Site Visit: Recommended before bidding.

• Personnel: Contractor employees require background checks for base access. A list of employees with personal information must be provided 5 days prior to work commencement. Employees must wear government-issued ID badges.

• Security: All contractor employees must be eligible for a Secret Clearance. Specific identification credentials are required for base access.

• Work Hours: Generally 0700-1530 EST, Monday-Friday, but may require work outside these hours with prior approval.

• Safety & Environmental: Contractors must comply with OSHA and EPA regulations. Written safety and environmental programs require review by Base Safety Officer and Environmental Protection Specialist, respectively.

• Permits: Contractor is responsible for obtaining all necessary permits and licenses.

• Reporting: Written reports must be in electronic format compatible with DHS workstations.
