Submission & Evaluation
Quotes must be submitted via email to the Contracting Officer and Contract Specialist. Required submissions include:
- Technical Capability (25 pages max): Covering technical approach, quality control, temporary services, coating plan, subcontract plan, system flushing/cleaning, heat exchanger cleaning/testing, and welding documentation.
- Experience (5 pages max): Corporate experience within the last three years on DOD or USCG vessels.
- Past Performance (3 pages max): Up to three recent and relevant contracts/efforts within the last three years.
- Price Schedule: Complete Attachment 1 (pricing sheet). Evaluation will prioritize Technical Capability, Experience, and Past Performance, which are collectively more important than price. However, price remains a significant factor and may become controlling if non-price factors are substantially equal. Quotes must be valid for at least 90 calendar days.
