Submission Requirements
Offerors must submit quotes via email to the Contracting Officer and Contract Specialist. Submissions require:
- Technical Capability (25 pages max): Covering technical approach, quality control, temporary services, coating plan, subcontract plan, system flushing/cleaning, heat exchanger cleaning/testing, and welding documentation.
- Experience (5 pages max): Corporate experience within the past three years on DOD or USCG vessels.
- Past Performance (3 pages max): Up to three recent and relevant contracts from the last three years.
- Price Schedule: Complete Attachment 1 (pricing sheet) with unit prices, extended prices, labor rates, and material markup for potential growth work, including 5 laydays.
Evaluation
Award will be based on a best value determination where Technical Capability, Experience, and Past Performance are collectively more important than price. Price remains a significant factor and may become the controlling factor if non-price factors are substantially equal.
Additional Notes
Payment will be made via the Invoice Processing Platform (IPP), with 10% of the total contract price withheld until all deliverables are received and accepted. Offerors must have an active Federal Government contracts registration in SAM.
