Request for Information (RFI) / Sources Sought

This RFI is a market research tool used by the USDA Rural Development (RD) Finance Office (FO) to gather industry feedback on their need for support services. These services include report generation, process automation, process improvement, and data analysis for various financial activities. The government anticipates awarding a multi-year Blanket Purchase Agreement (BPA) for these services, with a draft Performance Work Statement (PWS) provided. This RFI is not a Request for Proposal (RFP) or Quote (RFQ) and does not commit the government to a contract.

• Budget Execution: Apportionment preparation, funds allotment, obligation and disbursement processing, funds control and tracking, spend plan development, and funds reallocation.

• Budget Outreach: Developing and producing budget year obligation projections, internal and external reporting, and developing RD communications.

• Budget Formulation: Analysis and support for RD mission areas, liaison with other departmental units, and development of budget year obligation projections.

• Credit Reform Act of 1990 Activities: Developing and managing policy on credit, debt, and cash management, assessing impacts, and calculating subsidy rates.

• Accounting: Overseeing the RD General Ledger, financial statements, funds control, Unliquidated Obligation (ULO) certification, and financial forecasting.

• Task Areas: Support is sought in Report Generation, Process Automation, Process Improvement, Data Analysis, and Data Review and Validation.

Request for Information (RFI)

The government is seeking feedback on industry capabilities to support RD FO's needs in report generation, process automation, process improvement, and data analysis. Respondents must provide information requested in Exhibit A, including company name, address, POC details, SAM UEI, CAGE code, contract information, size classification, socio-economic status, and a company background overview. The RFI also includes specific questions regarding experience in areas such as budget execution, formulation, credit reform, accounting, process improvement, and data analysis, including the use of AI/LLMs.

• Accounting: Overseeing General Ledger, financial statements, funds control, Unliquidated Obligation (ULO) certification, and financial forecasting.

• Task Areas: Report Generation, Process Automation, Process Improvement, Data Analysis, and Data Review and Validation.

• Submission Deadline: May 22, 2026, no later than 5:00 PM ET.
