Key Requirements & Access

• Restricted Access: All interested offerors must complete and return a Restricted Access Request (RAR) form and submit an electronic request for access via SAM.gov to view the full solicitation documents. The RAR form requires company information, DUNS/CAGE code, and a Point of Contact, and includes an agreement to safeguard sensitive information.
• SAM.gov Registration: Offerors must have an active registration on SAM.gov. The Point of Contact's full name on the RAR form must precisely match their name in SAM.gov.
• Personnel Background Checks: All contracted personnel, regardless of nationality, will undergo background investigations by both the Contractor and the U.S. Government.
• Site Visits: Virtual or in-person site visits of U.S. Mission facilities in Paris will be scheduled and detailed in Section L.1 of the solicitation. Offerors are responsible for all travel arrangements, including visas, local transportation, and accommodations. A maximum of two representatives per firm will be allowed.

Evaluation

Award will be made to the best technically acceptable proposal with the lowest evaluated price.
