Key Requirements & Access
Interested offerors must complete and return a Restricted Access Request (RAR) form and submit an electronic request for access via SAM.gov to view the solicitation documents. The RAR form requires company details, interest type (Prime, JV, Other), and agreement to strict distribution restrictions, including safeguarding information and prohibiting internet posting. The form must be emailed to GUTIERREZKV@STATE.GOV. Offerors must have an active SAM.gov registration, and the Point of Contact's full name on the RAR must match their SAM.gov registration.
