Quick Summary

The Department of the Navy, Military Sealift Command (MSC) Norfolk, is seeking quotes for Metrex Valve Corp brand 4" 3-WAY ELECTRIC ACTUATED SEAWATER REGULATING VALVES for the USNS CODY. This is a sole source procurement anticipated to be awarded to JA Moody LLC. Quotes are due by January 29, 2026, at 10:00 AM EST.

Scope of Work & Requirements

The requirement is for two (2) EACH of the Metrex Valve Corp brand 4" 3-WAY ELECTRIC ACTUATED SEAWATER REGULATING VALVE (Part Number: EAMDF-3130-MF-3W). Delivery is required by February 23, 2026, FOB Destination, to N32205 MSC W143 Warehouse 1968 Gilbert Street DWY 10 Norfolk, VA 23511, marked for USNS CODY.

Pricing must be all-inclusive, covering Section 232 tariffs, wood packaging, DOD unique identification, and shipping. Separate line items for these will render a quote non-responsive. Packaging must comply with DODMANUAL 4140.01, MIL-STD 2073-1(series) or ASTM D3951(series), and ISPM Publication No. 15, with specific markings for the USNS CODY (T-EPF 14) and Requisition Number N2979753454002. Contractors must initiate duty-free entry requests via the PIEE Duty Free Entry (DFE) module.

Contract Details

This will result in a firm-fixed-price purchase order. The procurement is justified as other than full and open competition due to several factors: Metrex Valve Corp. holds proprietary rights to the drawings; the specific valve is required for Navy standardization and compatibility with existing equipment on vessels like USNS APALACHICOLA and USNS POINT LOMA; it serves as an exact replacement for the USNS CODY; and Metrex Valve Corp. is the sole OEM with the necessary technical information, specialized tools, expertise, and certification data (USCG, ASME, SOLAS, ABS).

Submission & Evaluation

Quotes must be emailed to Maria Rowlands (maria.a.rowlands.civ@us.navy.mil) in Adobe or Microsoft Office format by January 29, 2026, at 10:00 AM EST. Evaluation will be based on technical capability of the item to meet requirements and price. Quotes must confirm all technical requirements, including delivery dates and part numbers, can be met. Required submission information includes price quote (unit and extended), total firm fixed price, discount terms, estimated delivery time, technical submission details, principal place of performance, and country of product origin. Vendor's standard commercial terms and conditions may lead to rejection.

Eligibility & Set-Aside

This procurement is not set-aside for small businesses and is intended as a sole source award to JA Moody LLC. The NAICS code is 332911 (Industrial Valve Manufacturing) and PSC is 4810 (Valves, Powered).
