Quick Summary

The U.S. Special Operations Command (USSOCOM) is issuing a Request for Information (RFI), limited to 8(a) companies only, to identify sources for Information Technology Management, Strategic/Operational Planning, and Technical Support (ITMSOPTS). This RFI is for market research to inform an acquisition strategy for providing program management, contract management, and administration services for various IT programs. White papers are due April 2, 2026, at 2:00 PM EST.

Purpose

This RFI, issued by USSOCOM J6, is for market research purposes in accordance with FAR 15.201. It is not a Request for Proposal (RFP) and does not commit the Government to a contract. The objective is to gather information on industry capabilities to assist in formulating an acquisition strategy for ITMSOPTS.

Scope of Work

USSOCOM seeks capabilities for comprehensive IT support, including:

  • Program Management & Contract Administration: Advice, strategy development, contract planning, documentation, and proposal reviews. This involves supporting various IT programs and contracts providing real-time and strategic IT support to HQ USSOCOM, its Components, and TSOCs.
  • Service Level Monitoring & Quality Assessment: Monitoring and reporting contractor performance against SLAs and QA metrics.
  • Documentation Management: Developing and maintaining a comprehensive documentation library.
  • Strategic Resource Management & Budget Execution: Financial administration, cost reporting, budget development, and invoice reconciliation.
  • Technical Assessment & Development: Designing and maintaining a portal dashboard for contract administration.
  • Organizational & Strategic Analytical Planning: Developing organizational plans, analyzing federal/DoD plans, and identifying improvements.
  • Acquisition & Supplier Management: Assisting with enterprise-wide policies for acquiring new products and services, including market research and technology refreshment. Work will be performed at Government worksites, primarily in Tampa, FL, with specific locations detailed in future Task Orders.

Eligibility & Set-Aside

This RFI is limited to 8(a) companies only. The potential award may be sole source or set aside based on responses. Small business prime contractors must be able to perform 51% of the effort. Personnel will require TOP SECRET clearance, with potential access to SCI and SAP information.

Information Requested

Respondents are asked to submit a white paper detailing:

  • A Capability Statement with relevant experience, prime/subcontractor role, and number of FTEs.
  • Capabilities for recruiting, onboarding, and retaining personnel with Secret or TS/SCI clearances.
  • Experience and infrastructure to support recruiting and management at USSOCOM locations.
  • Proposed innovations or modernization strategies (e.g., automation, agile, DevSecOps).
  • Specifics on acquisition and technical lifecycle support experience.
  • Confirmation of the Draft SOW's adequacy for proposal development.
  • Confirmation of understanding and mitigation strategy for Organizational Conflict of Interest (OCI).
  • Verification of ability to perform 51% of the effort as a small business prime contractor.
