Request for Information (RFI)

This RFI is issued by the United States Special Operations Command (USSOCOM) for market research purposes, in accordance with FAR 15.201. It is not a Request for Proposal (RFP) and does not commit the Government to any contract. The purpose is to gather information on capabilities to assist in formulating an acquisition strategy for "USSOCOM Information Technology Management, Strategic/Operational Planning, and Technical Support (ITMSOPTS)".

USSOCOM is seeking information on capabilities in the following areas:

• IT program support

• Contract management and administration

• Strategic resource planning and budget execution support

• Technical and application assessment/development support

• White Paper Due Date/Time: April 2, 2026, at 2:00 PM EST.

• Submission Method: Via email to regina.farrell@socom.mil.

• Format: Single-spaced, 12-point font (Times New Roman/Calibri), 1-inch margins, in Microsoft Word or Adobe Acrobat. Nine-point font acceptable for tables/graphics. File size limit of 10 MB per email.

• Questions: Submit in writing via email to the POC using the attached Question Template. No answers will be provided as this is for market research only.

• Evaluation: Government will review white papers to develop acquisition strategy and final RFP. No formal feedback will be provided, and white papers will not be published.

Respondents are asked to provide:

• A Capability Statement detailing prior experience relevant to the Draft SOW, including prime/subcontractor role, detail of experience, and number of FTEs.

• Description of capabilities to recruit, onboard, and retain personnel with Secret or TS/SCI clearances.

• Experience/infrastructure to support recruiting and management at specified USSOCOM locations.

• Details on proposed innovations or modernization strategies (e.g., automation, agile, DevSecOps, technology refreshment).

• Specifics on acquisition and technical lifecycle support experience and processes.

• Confirmation that the Draft SOW contains required information for proposal adequacy.

• Confirmation of understanding and mitigation strategy for potential organizational conflict of interest (OCI).

• Verification of ability to perform 51% of the effort as a small business prime contractor.

• The potential award may be sole source or set aside based on responses.

• Small business prime contractors must perform 51% of the effort.

• Potential awardees may face restrictions regarding future USSOCOM contracts due to OCI.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing augmentation support to the United States Special Operations Command (USSOCOM). The primary goal is to provide program management, contract management, and contract administration services for various IT programs and contracts, as well as analytical planning, process development, technical assessments, strategic resource planning, and budget execution.

• Program Management/Contract Administration: Providing advice and assistance in program/contract management, strategy development, contract planning, documentation development, contract administration, and proposal reviews. This includes utilizing local web portals for tracking documentation and assisting with the development and review of various contract administration documents such as SOWs, SOOs, PWSs, Pricing Structures, CDRLs, and DD254s.

• Service Level Monitoring/Quality Assessment & Reporting: Monitoring, measuring, and reporting on contractor performance against contractual Service Level Agreements (SLAs) and Quality Assurance metrics. This involves operating and maintaining government electronic reporting systems to provide contract service performance data and coordinating monitoring and reporting with government representatives and SMEs.

• Documentation: Assisting the government in developing and maintaining a comprehensive documentation library, including revising, updating, reproducing, distributing, and archiving contractual documentation. This also includes briefing and training contract holders on documentation standards and assisting with validation and review of submitted contract documentation.

• Strategic Resource Management Planning & Budget Execution: Assisting with financial administration practices, developing financial cost reports, creating cost estimates, and developing the strategic program budget. This includes supporting invoice reconciliation, Dormant Account Reviews, and managing financial data structures for USSOCOM resources.

• Technical Assessment/Development: Designing and maintaining a portal dashboard to assist the government in administering contracts, including processes, procedures, roles, and responsibilities. This dashboard will allow CORs and Government SMEs to manage content and monitor contract holder performance of SLAs and Quality Assurance metrics.

• Organizational/Strategic Analytical Planning/Process Development: Developing and analyzing organizational plans and metrics, analyzing federal and DoD plans, and identifying opportunities for improvement. This includes monitoring NetOps status, assisting with the SIE Management Framework, facilitating working groups, and collecting various operational metrics.

• Acquisition and Supplier Management: Assisting with the development, implementation, and monitoring of enterprise-wide policies for acquiring new products and services. This involves researching and analyzing acquisitions, assisting with technology refreshment plans, conducting market research, documenting procedures, identifying supplier relationships, and coordinating delivery and installation of new products and services.

• Work shall be performed at Government worksites. Task Orders will specify the exact place of performance.

• Normal working hours are 8 hours per day, Monday through Friday, within core Command hours (0630-1730).

• Security: Contractor personnel supporting this contract shall require a TOP SECRET clearance. Access to Sensitive Compartmented Information (SCI), Non-SCI Intelligence Information, and potentially Special Access Program (SAP) information may be required. Compliance with DD254 is mandatory.

• Qualifications: Personnel requiring administrative access to USSOCOM networks must possess applicable DoD 8570/8140 certifications. Personnel supporting the acquisition process must complete and maintain applicable DAIWA certifications.

• Personnel: Select positions will be identified as Key Personnel, requiring resumes to be submitted for new and replacement candidates.

• Travel: Travel is expected and requires prior Government approval. Reimbursement will be in accordance with the Joint Travel Regulation (JTR).

• Required at Award: Program Management/Quality Control Plan, Organizational Conflict of Interest Plan, Exit Plan.

• Required as part of daily performance: Monthly Contractor Status Report, Standard Operating Procedures, Services & Procedures Recommendations, Monthly Quality Assurance Metrics Summary Report, Invoice Trend Analysis, Project Status Reports, In-Progress Reviews, Customized Financial Reports, Software Development Plan, Version Description Document (VDD), User manual, Detailed installation guide, Accreditation documentation, Operational Checklists/Reference Guide, After Action Report (AAR).
