This is a Request for Quote (RFQ) for four (4) Utility Task Vehicles (UTVs) for the Air Force Reserve Officer Training Corps (AFROTC) at Maxwell AFB, AL. These vehicles are needed to support field training operations, including the transportation of personnel, equipment, and supplies across varied and rugged terrain. This announcement is the sole solicitation; no written solicitation will be issued.

• Quantity: 4 UTVs

• Condition: Must be new (no used or refurbished items accepted).

• Compliance: Must meet requirements outlined in the attached Statement of Requirement (SOR).

• Delivery: Required by May 15, 2026, to 1487 Alabama 6, Montgomery, AL 36108.

• Contract Type: Firm Fixed Price.

• Award Date Assumption: For evaluation purposes, an award date of April 21, 2026, is assumed. Delivery must be within 23 days of award to meet the May 15, 2026, deadline.

• Submission Method: Written quotes via email to A1C Gabriel Colón Saldaña (gabriel.colon_saldana@us.af.mil) and Jeremy Kersey (jeremy.kersey.1@us.af.mil).

• Deadline: Friday, April 17, 2026, at 1:00 PM CDT.

• Evaluation Criteria: Award will be made to the lowest-priced offeror meeting minimum criteria. Quotes will be rated Acceptable or Unacceptable.

• Key Evaluation Factors:

  • Manufacturer Specifications: Must demonstrate capability to meet SOR requirements.
  • Delivery Date: Must meet the required delivery date of May 15, 2026 (within 23 days of assumed award).

• Price Reasonableness: Will be evaluated per FAR 12.204(a).

• Set-Aside: 100% Small Business Set-Aside.

• Registration: Contractors MUST be registered and ACTIVE in the DoD Systems for Award Management (SAM) database at the time of quotation submission. Unregistered contractors will not be evaluated.

• Open Market Only: General Services Administration (GSA) or other GWAC quotes will NOT be considered.

• Offerors must hold prices firm for 30 calendar days from the receipt date.

• Manufacturer specifications and a delivery schedule are required in the quote package.

• Representations and Certifications (e.g., DFARS 252.225-7000) may be required if offering non-domestic end products.

• Interested parties should include discount terms, tax ID, CAGE code, and DUNS.

Statement of Requirement

HQ AFROTC requires four (4) All-Terrain Utility Vehicles to support field operations during their annual Field Training Course for approximately 2200 cadets. The vehicles will be used to transport personnel, equipment, and supplies in simulated austere environments.

Procurement of four (4) All-Terrain Utility Vehicles meeting specific technical requirements.

• Engine: 4-stroke, 2-cylinder or similar, 850cc-1000cc displacement.
• Transmission: Shifter or electronic shift with high and low range, forward, neutral, and reverse.
• Drive: Shaft, selectable 4-wheel drive with dual-mode rear differential, 2WD/4WD rear differential lock or electronic 4WD selector.
• Alternator Output: 23 amp or greater.
• Suspension: Independent front, Straight, Semi-independent, or independent (preferred) rear.
• Steering: Electric power assisted rack-and-pinion (EPS) or similar.
• Brakes: 4-wheel hydraulic drums or disc brakes (front and rear).
• Ground Clearance: 7.1 inches or greater.
• Fuel Capacity: 5 gallons.
• Turning Radius: 20 feet or less.
• Seating Capacity: 4.
• Towing Capacity: 1200 lb or greater.
• Instruments: Street legal kit including blinkers, horn, and reverse light.
