This is a Request for Quote (RFQ) for four (4) Utility Task Vehicles (UTVs) required by the Air Force Reserve Officer Training Corps (AFROTC) at Maxwell AFB, AL. These vehicles are needed to support field training operations, specifically for the transportation of personnel, equipment, and supplies across varied and rugged terrain.

• CLIN 0001: Four (4) Utility Terrain Vehicles (UTVs) in accordance with the attached Statement of Requirement (SOR).

• All products must be new; used or refurbished items will not be accepted.

• Delivery required by May 15, 2026.

• Award will be made as a Firm Fixed Price contract.

• NAICS Code: 336999; Size Standard: 1000 Employees.

• Offerors must hold prices firm for 30 calendar days from the date specified for receipt of offers.

• Quotes must be submitted in writing via email to A1C Gabriel Colón Saldaña (gabriel.colon_saldana@us.af.mil) and Jeremy Kersey (jeremy.kersey.1@us.af.mil).

• All inquiries and responses must be received by Friday, April 17, 2026, at 01:00 PM CDT.

• Award will be made to the lowest priced offeror that meets minimum criteria.

• Evaluation criteria include manufacturer specifications (demonstrating capability) and adherence to the required delivery date.

• For evaluation purposes, assume an award date of April 21, 2026. Delivery must be 23 days or less after award to meet the May 15, 2026 need date.

• This requirement is a 100% Small Business Set-Aside.

• Only "Open Market" quotes will be considered; GSA or GWAC quotes will not be accepted.

• Contractors MUST BE REGISTERED and ACTIVE in the DoD Systems for Award Management (SAM) database at the time of quotation submission.

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Offerors must submit manufacturer specifications, a delivery schedule, and Representations and Certifications (including country of origin and Buy American certificate if applicable).

• Interested parties should include discount terms, tax identification number, CAGE code, and DUNS.

Statement of Requirement

HQ AFROTC requires four (4) All-Terrain Utility Vehicles to support field operations during their annual Field Training Course for approximately 2200 cadets. The vehicles will be used to transport personnel, equipment, and supplies in simulated austere environments.

Procurement of four (4) All-Terrain Utility Vehicles meeting specific technical requirements.

• Engine: 4-stroke, 2-cylinder or similar, 850cc-1000cc displacement.
• Transmission: Shifter or electronic shift with high and low range, forward, neutral, and reverse.
• Drive: Shaft, selectable 4-wheel drive with dual-mode rear differential, 2WD/4WD rear differential lock or electronic 4WD selector.
• Alternator Output: 23 amp or greater.
• Suspension: Independent front, Straight, Semi-independent, or independent (preferred) rear.
• Steering: Electric power assisted rack-and-pinion (EPS) or similar.
• Brakes: 4-wheel hydraulic drums or disc brakes (front and rear).
• Ground Clearance: 7.1 inches or greater.
• Fuel Capacity: 5 gallons.
• Turning Radius: 20 feet or less.
• Seating Capacity: 4.
• Towing Capacity: 1200 lb or greater.
• Instruments: Street legal kit including blinkers, horn, and reverse light.
