Scope of Work

• Ensuring courteous and professional personnel who meet qualification and certification standards.
• Utilizing VA-provided VetRide or VA-approved transportation software for all trip requests, responses, and claims.
• Maintaining vehicles to meet federal, state, and local regulations and safety standards.
• Securing patients during transport and allowing escorts to accompany patients at no additional cost.
• Providing services for up to four simultaneous transportation requests, typically 10-30 transports per weekday.
• Safely storing and transporting up to three liters of oxygen per patient.
• Meeting performance standards of 97% on-time pick-ups (within 15 minutes of scheduled time) and 97% incident reporting (within 1 hour by phone, next business day in writing).

• Period of Performance: Base year plus four option years, from March 1, 2026, to February 28, 2031.

Submission & Evaluation

• Quotes Due: February 11, 2026, by 2:00 PM MST, via email to Christopher.Hollingsworth2@va.gov (4MB email limit).
• Questions Due: January 30, 2026, by 2:00 PM MST, in writing.
• Submission Requirements: Quotes must be complete, signed, and dated, comprising three volumes:
  1. Technical Capability: Narrative (20 pages max) explaining how requirements will be met, addressing driver qualifications, staffing, vehicle fleet, business licenses/insurance, communication system, and Quality Control Program.
  2. Price: Completed pricing schedule.
  3. Past Performance: Up to three recent and relevant references (within 5 years, greater consideration for last 3 years).
• Evaluation Factors: Technical capability, Price, and Past Performance. The Government will use a comparative evaluation process and reserves the right to award based on best value, not necessarily lowest price. Award will be made on an "All or Nothing Basis."

Special Requirements

Offerors must be an Original Equipment Manufacturer (OEM), authorized dealer, distributor, or reseller, verified by an authorization letter, as no remanufactured or gray market items are acceptable. If applicable, SDVOSBs/VOSBs must be VIP verified at the time of quote submission and award. Compliance with Department of Labor Wage Determinations for the relevant Colorado counties is mandatory, covering minimum wage rates, fringe benefits, paid sick leave (EO 13706), and other labor standards. Contractors must adhere to VA information security, privacy, and records management requirements, including mandatory security awareness training for personnel accessing VA systems.
