Scope of Work
The contractor shall provide non-personal services, including laborers, vehicles, equipment, supplies, transportation, tools, materials, and supervision, to perform comprehensive relocation and moving services. This includes:
- Disassembly, packing, loading, unloading, unpacking, reassembly, and setup of office furniture, workstations, medical equipment, and supplies.
- Disconnecting and reconnecting medical equipment and electrical power from workstations, adhering to manufacturer recommendations.
- Transporting items from the current Clermont Clinic (4600 Beechwood Rd, Cincinnati, OH 45244) to the new clinic (4327 Ivy Pointe Blvd, Cincinnati, OH 45245) and potentially to an offsite warehouse (615 Elsinore Place, Cincinnati, OH 45202).
- Providing all necessary packing materials.
- Removing and properly disposing of extraneous materials and trash. Contractor personnel shall not connect to or access the VA Network.
Contract Details

Key Requirements & Deliverables
- Pre-Planning Meeting: Required with the COR within 7 calendar days of award, and no less than 2 days prior to relocation efforts. A planned approach document must be submitted within 48 hours after this meeting.
- Certifications: Submission of a Certificate of Public Convenience and Necessity (CPCN) from the Ohio PUCO 48 hours in advance of any move, including driver identification, licensure, and VA security documentation.
- Liability: Contractor is liable for any damages to government property. Liability insurance must cover the anticipated value of equipment and facility damages.
- Personnel: Key personnel include a Site Supervisor/Manager, Movers/Installers, and Truck Drivers.
- Security: Contractor personnel must display company identifiers and conform to VA security and privacy requirements. No access to VA systems or PII/PHI.
- Final Walkthrough: A final walkthrough and inspection with the COR will occur upon completion of an approved move, including a functional inspection of IT and Medical equipment by VA personnel within 72 hours.

An optional Site Visit/Walkthrough is scheduled for Friday, February 20, 2026, at 10:00 AM EST. Attendees should meet at the Current Clermont CBOC (4600 Beechwood Rd, Cincinnati, OH).
