• Price: Evaluated for fairness and reasonableness. Only the lowest-priced offer will be evaluated for Technical Acceptability initially.
• Security Prohibitions and Exclusions: Includes provisions related to covered telecommunications equipment/services, FASCSA orders, Sudan, and Iran.
• Quality Assurance: Applicable to orders for products touching USCG aircraft. Requires immediate notification of any conditions that could cause non-conformity, and the contractor's quality control manual must address risk management and counterfeit parts.
• Packaging and Shipping: Specific instructions for packaging and shipping to the USCG Aviation Logistics Center are provided.
• Inspection and Acceptance: Performed at destination, requiring a Certificate of Conformance (COC) and full traceability for all items.

Justification and Approval (J&A) for Other Than Full and Open Competition
