Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (RFQ) for commercial services related to VDC Maintenance. The North American Industry Classification System (NAICS) code is 811310, with a Small Business Size Standard of $12.5M. The solicitation is issued in accordance with FAR Subpart 12.6 and incorporates provisions and clauses effective through the Federal Acquisition Regulation (FAR) FAC Number 2025-06, Defense Federal Acquisition Regulation Supplement (DFARS) DFARS Change 10/01/2025, and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) DAFAC 2023-0707.

The solicitation outlines specific line items for services, including:

• Hangar Inspection/Maintenance (excludes parts & materials)

• EAFB stock replacement parts inventory (KTR will restock GPM at Cost Plus 15%)

• Basis for Award: Best value to the Government, considering Cost/Price and Technical Capability.

• This is a set-aside for Small Businesses using NAICS 811310. Only quotes submitted by Small Businesses will be accepted.

• Mandatory registration in the System for Award Management (SAM) is required for award eligibility.

• Attachments include: Attachment 01 – VDC Service PWS and Attachment 02 – Wage Determination.

• Offerors must be familiar with applicable FAR/DFARS provisions and clauses.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal services to perform preventative maintenance, inspection, and service of 270/480 Volts Direct Current (VDC) Power Units and associated service pits at Eielson AFB, Alaska. The goal is to ensure dependable and safe operation of the identified equipment.

• Preventative Maintenance: Perform quarterly and annual inspections and servicing of VDC Units according to manufacturer's recommendations and O&M manuals. This includes providing quarterly reports detailing equipment status and recommendations for repairs.

• Repair Service Calls: Respond to routine and emergency service calls within specified timeframes (48 hours for routine, 24 hours for emergency). A written Letter of Recommendation Repairs (LLR) detailing costs and proposed work is required for all service calls.

• Solid Waste Collection and Disposal: Use contractor-supplied containers for waste disposal and adhere to base recycling programs and EPA/DEC regulations.

• Hazardous Waste Training: Contractors must complete annual hazardous waste training.

• Performance will be evaluated based on COR assessment, tenant satisfaction, and customer complaints.

• Response times for service calls are critical.

• Preventive maintenance must be performed within the specified time 100% of the time.

• All cost proposals for repairs must be received within 24 hours.

• Period of Performance (PoP): One (1) Base Year (March 1, 2026 – February 28, 2027) with three (3) 12-month option years.

• Place of Performance: Eielson AFB, Alaska.

• Security: Contractor personnel require base passes, identification, and potentially special clearances. Vehicles also require identification.

• Personnel: Contractor personnel must present a neat appearance and wear distinctive clothing identifying the company. The government can restrict employment of individuals posing a security threat.

• Safety: Adhere to OSHA requirements, cordon off maintenance areas, and ensure no Foreign Object Debris (FOD) is spread.

• Warranty: A one-year warranty on contractor-installed parts and workmanship is required.

• Emergency Medical Service: The government provides emergency medical treatment and transportation, with the contractor responsible for reimbursement.

• Base Closures: Work not accomplished due to base closure must be completed upon reopening.

• Contractor Responsibilities: Comply with base traffic laws, are prohibited from possessing weapons, and must report security threats. Safeguard government property.
