• Question: How are contract periods determined? Are they based on quarters, or is there another method?
• Answer: The contract periods are structured as one-year terms. The start date for these periods will be determined once the contract is awarded.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation (Request for Proposal - RFP) for commercial items, specifically vegetable harvesting services for the UNICOR Farm in Lompoc, CA. The acquisition is a total set-aside for small businesses. The government intends to award a single, fixed-price contract with economic price adjustment, structured as an Indefinite Delivery-Indefinite Quantity (IDIQ) type contract.

• Harvesting, grading, and packing of mature broccoli and celery crops.

• Adherence to Good Agricultural Practices (GAP) established by local, state, and federal authorities.

• Transportation of harvested vegetables to designated coolers.

• Packing in accordance with attached quality control standards.

• Approximately 380 to 450 acres to be harvested multiple times.

• Broccoli planted in 7-10 acre blocks, celery in 1-10 acre blocks, with an anticipated three harvesting opportunities per crop.

• Potential for additional crops to be added, with pricing to be negotiated.

• Contractor may be responsible for training inmate workers on harvest, grading, and packing techniques.

• Contract Type: Fixed-price with economic price adjustment, Indefinite Delivery-Indefinite Quantity (IDIQ).

• Period of Performance: One (1) year base period, with two (2) one-year option periods.

• Estimated Value: Guaranteed minimum of $10,000.00. Quantities are estimated.

• Delivery: UNICOR's desired delivery is fifteen (15) days or sooner after issuance of each delivery order.

• Proposal Submission: Offers must be submitted via email to chad.privett2@usdoj.gov on SF1449.

• Offer Due Date: March 23, 2026, at 4:00 PM EST.

• Questions Due: March 13, 2026, at 4:00 PM EST, submitted in writing to Chad.privett2@usdoj.gov and joshus.hassler2@usdoj.gov. No phone calls.

• Evaluation Criteria: Award will be based on best value, considering Past Performance, Technical Factors, and Price. Past performance and technical factors are significantly more important than price. Tradeoffs may be made.

• Offer Requirements: Must indicate Solicitation No. SV0202-26, time specified for receipt of offer, offeror's name, address, telephone number, technical description of items, warranty terms, price, and acknowledgment of amendments.

• Total Small Business Set-Aside.

• Offerors must be registered in the SAM database.

• Department of Justice Contractor Residency Requirement applies.

• All items will be awarded to one offeror. Failure to submit an offer on all items may prevent consideration for award.

• FAR clauses 52.212-1, 52.212-2, and 52.212-4 are incorporated by reference or attached.
