Purpose & Scope
This opportunity seeks to establish multiple I-BPAs for Heavy Equipment Task Forces (HETF) to provide critical services for local, regional, and national fire suppression, all-hazard incidents, and prescribed fire project work within the West Zone, Region 6 (Oregon and Washington). The current action is an "open season Onboarding" period, allowing new Offerors to submit quotes and existing IBPA awardees to revise rates, modify resources, or add new resources.
A typical HETF includes a Job Site Foreman (with 4-wheel drive transportation), one leveling Feller Buncher, one rubber-tired Skidder, one Type II or Type III Dozer with a 6-way blade, and one drop tank Skidgine or Pumpercat capable of skidding logs. Transportation for all equipment and personnel is also required. Optional equipment may include an Excavator (minimum 111 HP) or a Boom Mounted Masticator. All proposed equipment must meet specified standards and be maintained in good repair. Operators must be at least 18 years old, possess RT-130 training, and be able to operate equipment safely, adhering to all safety standards and wearing appropriate Personal Protective Equipment (PPE).
Contract Details
This solicitation will result in Multiple Award Incident Blanket Purchase Agreements (I-BPAs). The period of performance for these agreements is for five (5) years from the date of award, subject to annual review modifications. It is important to note that no orders or payments are guaranteed during the agreement period. This acquisition is a 100% Total Small Business Set-Aside under NAICS code 115310 (Forestry and Logging) with a size standard of $34,000,000.00.
Submission & Evaluation
Quotes must be submitted electronically through the "VIPR NextGen" application, accessible at https://www.fs.usda.gov/business/incident/vendorapp.php?tab=tab_d. Vendors must be registered in SAM.gov and complete online Representations and Certifications. The deadline for submissions is May 11, 2026, at 14:00 Pacific Time (PST).
Evaluation factors include: operational acceptability of equipment/resource, price reasonableness, and past performance dependability risk. A 5% socioeconomic status advantage may be applied for dispatch priority ranking for eligible small business categories. New quote submissions must meet all Acceptability Pass/Fail requirements and will be evaluated using the same factors as the original solicitation.
Important Notes
This Onboarding period is an amendment to the original solicitation and not a new procurement action. Any new IBPA awards issued through Onboarding will be identical to the original awards in terms, conditions, and period of performance. Awards are prohibited to Government employees, businesses owned by Government employees, or Government entities.
