Quick Summary

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD), in support of the Naval Postgraduate School (NPS) and the NATO School Oberammergau (NSO), is soliciting quotes for Virtual Machine (VM) Development to host hands-on exercises for cybersecurity courses. This is a Total Small Business Set-Aside under a Firm-Fixed-Price (FFP) commercial contract. Quotes are due February 9, 2026, at 9:00 AM Pacific Standard Time (PST).

Purpose & Scope

The objective is to design and deploy a robust, interactive, and hands-on browser-based VM environment for teaching NATO Cyber Security courses. This will enhance the learning experience for NATO personnel by providing replicated, remotely accessible VMs for various courses, including Network Security, Software Reverse Engineering, and Mobile Applications. The contractor will integrate specific software tools, develop instructional and student guides, and export VMs in OVA format for government use.

Key Requirements & Deliverables

  • VM Environment Development: Create and deploy browser-based VMs for students and faculty, supporting up to 400 total students.
  • Course Content Customization: Compile and customize course content based on existing materials, integrating specified software tools (e.g., Elastic stack, Wireshark, Splunk, Xcode, Docker).
  • Instructional Materials: Develop and deliver instructional and student guides.
  • Technical Support: Provide Subject Matter Expert (SME) support during in-class resident weeks (immediate to 30-minute response) and email support during non-in-class weeks (8-hour response).
  • VM Maintenance: Maintain and update laboratory environments and materials.
  • Performance Standards: 96% VM availability, minimum 90ms latency for VM access.
  • Special Requirements: VMs must be accessible via modern web browsers without software downloads. SMEs must be US citizens with extensive experience in VM development and cybersecurity tools.
