Quick Summary

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD), supporting the Naval Postgraduate School (NPS) and NATO School Oberammergau (NSO), has issued a Request for Quotation (RFQ) for Virtual Machine (VM) Development for NATO Courses. This opportunity seeks commercial services to develop and maintain VM environments for hands-on cybersecurity training. This is a Total Small Business Set-Aside. Quotes are due by February 9, 2026, at 9:00 AM PST.

Scope of Work

The contractor will design, deploy, and maintain browser-based VM environments for various cybersecurity courses taught at the NATO School Oberammergau. Key requirements include:

  • Development of replicated, remotely accessible VM environments for courses like Network Security, Software Reverse Engineering, and Mobile Applications.
  • Integration of specific software tools (e.g., Elastic stack, Wireshark, Splunk, Xcode, Docker).
  • Deployment of instructional and student guides.
  • Export of VMs in OVA format for government use.
  • Provision of Subject Matter Expert (SME) support for troubleshooting and live technical support during in-class resident weeks (18 weeks annually) with immediate response, and email support during non-in-class weeks (8-hour response).
  • VM environments must support up to 60 concurrent students per course iteration, with up to six courses running in parallel, and a total of up to 400 students.
  • VM availability target of 96%, with a minimum latency of 90ms.
  • Instructor capabilities for remote control, file transfer, and command execution on student VMs.
  • Contractor-hosted environment is preferred, with the hosting data center ideally in Germany to minimize latency.

Contract Details

  • Set-Aside: Total Small Business Set-Aside (FAR 19.5).
  • NAICS Code: 611710 (Educational Support Services), with a size standard of $24 Million.
  • Place of Performance: Contractor's site, with potential annual travel to NATO School Oberammergau (NSO), Germany.
  • Personnel Requirements: SMEs and supporting contractors must be US citizens.

Submission & Evaluation

  • Quote Submission Deadline: February 9, 2026, at 9:00 AM Pacific Standard Time (PST).
  • Submission Method: Via email to the contract specialist.
  • Questions Deadline: Three (3) business days prior to the quote submission deadline, by 1:00 PM PST.
  • Evaluation Process: Tradeoff source selection. Evaluation factors include:
    • Factor I: Technical (Technical Approach and Subject Matter Experience)
    • Factor II: Past Performance (Offerors must complete "OFFEROR’S PAST PERFORMANCE DATA" form)
    • Factor III: Price
  • Weighting: Technical factors are significantly more important than price. All quotes must be complete and accurate.

Key Clarifications

  • Hosting: Contractor-hosted is preferred, with data residency in Germany for latency.
  • Authentication: Automated mechanism tied to email, plus initial local credentials.
  • Network: Each student environment must be isolated; some courses require multiple subnets. Instructors need access to all student environments.
  • Deliverables: Contractor must deliver OVAs and configuration files for all courses at the conclusion of the Period of Performance.
