Purpose & Scope
This RFI aims to identify qualified sources capable of providing a comprehensive virtualization solution for the DoW and its associated agencies. The intent is to establish a Blanket Purchase Agreement (BPA) with a five-year ordering period (one-year base plus four one-year options). The solution must support approximately 700,000 cores across CONUS and OCONUS locations, multiple security domains, and classification levels, with an estimated scale of 700,000 subscriptions. This is for market research only and is not a solicitation.

- Core Platform: Full/paravirtualization, live migration, unified management, VM-centric disaster recovery & backup, application & data virtualization, remote & automated management (REST API).
- Management, Analytics, Security: Advanced threat detection, Secure Boot, micro-segmentation, AI-driven security, asset management, network management (SD-WAN, web/email security), 1-year logging retention, real-time analytics, performance/capacity forecasting.
- Security & Compliance: Minimum DoW Impact Level 5 (IL5) certification with a roadmap to IL6. Support for SAML 2.0/OIDC for authentication with DoW E-ICAM.
- Workforce Enablement: Comprehensive training program including foundational, deep technical, operational, and continuous learning strategies.
- AI Integration: Leverage AI for automation, deployment, management, and security.
- Migration Plan: Detailed plan for migrating from VMware to the proposed solution, utilizing AI for automation and minimizing disruption.
Submission Details

- Capability Statement: Detailed response addressing all requirements in Section 3.0, including ROI, migration strategy, technology outlook, security posture, global support, and program management.
- Contracting & Strategy: List GSA Schedules/GWACs, provide reseller authorization, offer feedback on acquisition strategy (ELAs vs. consumption), and describe license management methodology.
- Cost - Rough Order of Magnitude (ROM): High-level, non-binding ROM for 700,000 subscriptions (1 base + 4 option years) and separate ROM for one-time migration costs.
