Solicitation / RFP / RFQ

This solicitation is for the lease of a 1.5 Tesla MRI mobile unit with a high-quality scanner and a full range of operational MRI coils for the Minneapolis VA Health Care System. The government is procuring these services to enhance their medical imaging capabilities.

• One (1) 1.5 Tesla MRI scanner and software with the newest technology available at contract award.

• An enclosed shelter (approx. 10' x 20') to connect the MRI coach to the existing walkway, to be completed in the first week of the contract.

• Site planning, delivery, and removal of the MRI mobile coach.

• Provision of cryogens, service, and preventive maintenance for the MRI equipment.

• MRI Magnet Specifications: 1.5 Tesla field strength, 70 cm Open Bore design, RF Tim [204x48] or [204x64], minimum room size 323 sq. ft. in Zone 4, Gradient strength XJ Gradients (33 mT/m @ 125 T/m/s) or XQ Gradients (45 mT/m @ 200 T/m/s).

• Mobile coach must be climate-controlled and fitted with a safety lift gate.

• Inside the mobile coach (Zone 3): Two MRI staff workstations with seating, an ADA compliant dressing room, and lockable storage for patient property.

• Full set of functioning MRI coils, including but not limited to: 16 channel or greater RF head coil, 8 or 16 channel knee coil, 8 or 16 channel Neuro Vas coil, 16 channel spine coil, 8 or 16 channel shoulder coil, 8 or 16 channel foot/ankle coil, 8 or 16 channel hand/wrist coil, 8 channel small body array coil, and 16 channel large/XL body array coil.

• Tim 4G Application Suite or equivalent with compatible coil interface.

• Applications Software including but not limited to: 1D/2D Pace, BLADE, IPAT2, Phoenix, WARP, MDDW, CISS, DESST, GSE, SWI #Tim.

• Detachable MRI Gantry table.

• Wireless synchronization for physiology and fMRI signals.

• Medrad Spectris Solaris programmable MR injector system with pressure monitor, or equal.

• MRI compatible Pulse Oximeter with easy-to-read digital display.

• "Up-time" of 90% or better for MRI equipment.

• Plan for repairs, including a point of contact for reporting issues, on-site response time for service call back within 30 minutes, and resolution within 72 hours for major issues.

• Outlet connection capable of transmitting data and voice via Government-provided CAT 5 or 6a cable.

• Ability to connect to VA commercial PACS system and Electronic Health Record network, transmitting all images with HL7 and DICOM compatibility.

• Image quality free of system artifacts, meeting industry standards, and comparable to Minneapolis VA hospital facility.

Statement of Work (SOW)

To procure the lease of one (1) 1.5 Tesla (T) MRI mobile unit with a high-quality scanner and a full range of operational MRI coils for the Minneapolis VA Health Care System.

• Provide a 1.5T MRI system housed in a mobile coach, including all necessary software, hardware, accessories, and coils.

• The MRI scanner must be top-of-the-line with a full range of clinical applications.

• Construct an enclosed shelter to connect the MRI coach to the existing walkway, compliant with state building codes and reviewed by VA Engineering.

• Perform site planning, delivery, and removal of the MRI mobile coach.

• Provide cryogens, service, and preventative maintenance for the MRI equipment.

• The mobile coach must be climate-controlled and equipped with a safety lift gate.

• Provide a programmable injector (Medrad Spectris or equal) with specific capabilities.

• Provide a Pulse Oximeter.

• Maintain MRI equipment at a minimum of 90% "up-time".

• Provide a plan for repairs, including a POC, on-site response within 2 hours, Field Engineer (FE) onsite within 24 hours if required, and resolution within 72 hours.

• Ensure the mobile scanner system can transmit data and voice via a Government-provided CAT 5 or 6a cable.

• The system must connect to the commercial PACS and Electronic Health Record network, transmitting images using DICOM 3 standard.

• Provide on-site clinical applications training for technologists during go-live, along with training materials and equipment manuals.

• Provide remote diagnostics via VPN.

• Provide operator and service manuals (electronic and physical copies).

• Minimum 90% equipment up-time.

• On-site response time for service call back within 2 hours.

• Field Engineer onsite within 24 hours of notification if required.

• Resolution of issues no greater than 72 hours from report.

• All services performed in accordance with Original Equipment Manufacturer (OEM) specifications.

• Base year of 12 months, with four additional 12-month option years.

• Contractor is responsible for all travel, labor, and replacement parts costs for corrective maintenance.

• Hardware/software updates/upgrades to be scheduled at mutually agreed times.

• Strict adherence to VA information technology security requirements, including data protection, encryption, and virus scans.

• Contractor personnel must comply with VA security policies, undergo background checks, and obtain appropriate badges.

• Contractor personnel shall be escorted while on VHA property.

• Contractor must provide a preventive maintenance procedures manual within 15 days of award.

Sources Sought Notice

This notice is a Sources Sought Announcement for 1.5T Mobile MRI Lease Services for the Minneapolis VA Health Care System.
