Sources Sought Notice

This notice is issued by VISN 2 Contracting Office for market research purposes to gather information about potential sources for a requirement to provide, install, and maintain a reverse osmosis (RO) water treatment system under a lease agreement for the Sterile Processing Services (SPS) at the VA New York Harbor Healthcare System – Manhattan Campus and Brooklyn Campus. The VA aims to combine these two requirements for better maintenance coordination, with a desired start date of July 1, 2026. This notice is not a solicitation, and no contract will be awarded based on it.

• System: Lease, installation, and maintenance of a reverse osmosis water treatment system.

• Locations: VA New York Harbor Healthcare System – Manhattan Campus (423 E. 23rd St., New York, NY 10010) and Brooklyn Campus (800 Poly Place, Brooklyn, NY 11209).

• Water Quality: System must produce water meeting ANSI/AAMI ST108:2023 standards for medical device processing.

• System Features: Redundancy, pre-treatment (multi-media filter, softener, carbon filter, UV, deionization, endotoxin filtration), 30 GPM capacity, 125-gallon storage tank, 3-5 ft/sec recirculation, specific dimensions (max 72"L x 36"D x 72"H), final loop filter (≤0.2 micron absolute), sanitary sampling ports.

• Maintenance: Monthly routine maintenance (including sanitization), emergency on-site response within 4 hours, post-construction/shutdown procedures, system disinfection upon pipe replacement/modification or contamination.

• Testing: Testing of utility water, steam condensate, and final rinse water from Automated Endoscope Reprocessors (AERs). Includes installation qualification, performance qualification (at least one year), and routine monitoring.

• Training: VA Privacy Training for contractor personnel; training for VA personnel on system operation and troubleshooting.

• Reporting: Provide laboratory reports, promptly report water quality exceptions.

• Temporary System: Vendor must install and operate a temporary critical water system during removal of the existing leased system.

• NAICS Code: 221310 (Water Supply and Irrigation Systems)

• Size Standard: $41.0 Million

• Potential Set-Aside: The VA is determining the viability of setting aside this requirement for specific socio-economic categories (SDVOSB, VOSB, WOSB, HUBZone, 8(a), Small Business).

• Required Information: Company/individual name, capability statement, examples of similar work, SAM UEID, address, point of contact, socio-economic status, documentation for special categories (SDVOSB, VOSB, etc.), site location and self-performance plan, years of experience (company and technicians), number of similar jobs performed, number of certified technicians, Federal Supply Schedule identification, teaming agreements, proof of certifications/training.

• Limitation on Subcontracting: For services, contractors will not pay more than 50% of the contract amount to firms that are not certified SDVOSBs or VOSBs. A Certificate of Compliance must be completed and returned.
