The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, intends to solicit quotes for a Critical Water Treatment System - Reverse Osmosis (RO) for the Sterile Processing Services (SPS) at the Margaret Cochran Corbin VA Medical Center (Manhattan) and Brooklyn VA Medical Center. This requirement will be fulfilled under a single-award firm-fixed-price contract.

• Provide, install, and maintain a reverse osmosis critical water treatment system under a lease agreement.

• The system must be installed at the Sterile Processing Service (SPS) locations in both the Manhattan and Brooklyn VA Medical Centers.

• The system must have a built-in means of redundancy, allowing the backup system to operate if the primary system is out of service.

• The contractor shall furnish all labor, materials, supervision, equipment, tools, and incidentals necessary to perform the repairs and upgrades as specified in the Statement of Work (SOW).

• Contract Type: Firm-fixed price.

• Period of Performance: July 1, 2026, to June 30, 2027, with an option for four (4) additional years.

• The VA anticipates issuing a Request for Quotation (RFQ) on or about June 1, 2026, to be posted on www.SAM.gov.

• Procurement will be conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services.

This notice is issued by VISN 2 Contracting Office for market research purposes to gather information about potential sources for a requirement to provide, install, and maintain a reverse osmosis (RO) water treatment system under a lease agreement for the Sterile Processing Services (SPS) at the VA New York Harbor Healthcare System – Manhattan Campus and Brooklyn Campus. The VA aims to combine these two requirements for better maintenance coordination, with a desired start date of July 1, 2026. This notice is not a solicitation, and no contract will be awarded based on it.

• System: Lease, installation, and maintenance of a reverse osmosis water treatment system.

• Maintenance: Monthly routine maintenance (including sanitization), emergency on-site response within 4 hours, post-construction/shutdown procedures, system disinfection upon pipe replacement/modification or contamination.

• Testing: Testing of utility water, steam condensate, and final rinse water from Automated Endoscope Reprocessors (AERs). Includes installation qualification, performance qualification (at least one year), and routine monitoring.

• Training: VA Privacy Training for contractor personnel; training for VA personnel on system operation and troubleshooting.

• Reporting: Provide laboratory reports, promptly report water quality exceptions.

• Temporary System: Vendor must install and operate a temporary critical water system during removal of the existing leased system.
