Scope of Work
The requirement involves the integration of an advanced cockpit avionics suite, including components such as Transponders with EHS and ADS-B (Out), GNSS with SBAS, TCAS II Version 7.1, ADAHRS, Weather Radar, Multifunction Displays (MFD), Flight Management System (FMS), a new Autopilot, and an Inertial Reference System (IRS). This integration must utilize Federal Aviation Administration (FAA) or European Aviation Safety Agency (EASA) approved Supplemental Type Certificate(s) (STC).
The contractor will be responsible for providing all necessary labor, equipment, materials, and tools. Key deliverables also include:
- Outside the Continental United States (OCONUS) training for up to six pilots, six technicians, and three navigators in Cairo, Egypt, covering both Computer Based Training (CBT) and hands-on instruction.
- Development and delivery of training packages for in-country support.
- A two (2) year avionics spares package, including two AR-1500 radios, to be delivered in Cairo.
- Tracking and documentation of removed aircraft components.
- A one (1) year warranty on modification work from DD-250 signing.

Submission Requirements
Respondents are requested to submit a detailed white paper addressing technical requirements, including proposed avionics components, utilization of existing STCs or "off the shelf" components, technical experience with similar cockpit upgrades, resources and expertise for work in Cairo, Egypt, and the ability to obtain FAA and/or EASA certification. A Rough Order of Magnitude (ROM) cost estimate in Excel, with separate pricing for delays exceeding 72 hours and for spares and training, is also required. Responses are voluntary and will not be compensated.
