Evaluation (Step 1 - Technical Proposal)
Bidders must submit technical proposals without pricing information. Evaluation will determine acceptability based on detailed responses to questions regarding:
- Company Experience: Prior overhaul/repair of the Searchlight for UH-60 or similar items, including contract details and primary contracting officer information.
- Quality & Capability: Documented quality plan (calibration, continuous improvement, non-conformance, obsolescence, training, test stand certification, traceability), overhaul/replacement capability, and specific electronic technician skills.
- Facilities & Equipment: ESD prevention, paint removal, corrosion repair, minor surface defect repair, environmental controls, IUID support, ESD workbench, electronic test equipment, application software/firmware, and OEM test stand/certified equivalent.
- Overhaul Plan: Willingness to submit a plan covering receiving, pre-test, disassembly, cleaning, inspection, repair, assembly, final test, painting, and packaging instructions.
- Supply Chain & Data Access: Ability to acquire necessary parts/tooling, experience with Sirio Panel (Cage 7AW54), and access to/rights for OEM technical data and engineering drawings.
Only bidders with acceptable technical proposals will proceed to Step 2 (pricing). The Government may make a final determination solely on the submitted proposal and may proceed to Step 2 without requesting further information. This requirement is currently unfunded.
