To conduct the 2/34 IBCT Yellow Ribbon Reintegration Program (YRRP) event, informing Service members and families about available assistance and services to ensure readiness and resiliency.

• Provide personnel, facilities, equipment, tools, materials, and supervision for the event.

• Offer sleeping rooms, meeting spaces, and meals for the 2/34 IBCT.

• Services to be provided within a 25-mile radius of Council Bluffs, IA.

• Period of Performance: Two (2) days.

• Dates: Thursday, August 27, 2026 (3:00 PM - 6:00 PM) and Friday, August 28, 2026 (6:00 AM - 5:00 PM).

• Location: Within a 25-mile radius of 2415 East Canesville Blvd, Council Bluffs, 51503.

• Lodging: 30 non-smoking sleeping rooms with two beds each, provided at a flat, firm-fixed priced rate.

• Meeting Rooms:

  • Registration Area: One area with 3 skirted 6-foot tables and 6 chairs.
  • Resource Area: One area with 12 skirted 6-foot tables and chairs.
  • General Session Room: Accommodate 300 people, equipped with sound system, projector(s), large screen, microphones, electrical outlets, extension cords, 38 round tables with cloths, chairs, waste cans, and water/coffee stations.
  • Breakout Room: Accommodate 125 people, equipped with audio/video cart, projector(s), screen(s), sound system, microphones, electrical outlets, extension cords, 13 round tables with cloths, chairs, waste cans, and water stations.
  • Child & Youth Room: Accommodate 5 people for activities, with tables, cloths, chairs, and water pitchers.
  • Childcare Room: Accommodate 10 children (ages 5 and under) for lunch, with tables, cloths, chairs, and water pitchers.

• Meals:

  • Lunch (Friday, Aug 28): 300 hot, individually plated meals or buffet style, including meat, vegetable, pasta/potato, salad, bread, dessert, milk, and iced tea.
  • Children's Lunch (Friday, Aug 28): 15 child-appropriate meals (10 for Childcare, 5 for Child & Youth).
  • Beverages (Friday, Aug 28): Coffee and water replenished throughout the day (8:00 AM - 5:00 PM).

• Parking: 300 parking passes (30 for Aug 27, 270 for Aug 28), if not provided by the venue.

• Contractor must ensure an on-site point of contact is available to troubleshoot audiovisual issues.

• Services must meet all requirements outlined in PWS sections 5.2.1, 5.3, 5.4, and 5.5.

• Acceptable Quality Levels (AQLs) are defined in the Performance Requirements Summary (PRS), with a 100% inspection rate for most requirements.

• Telework: Not permitted.

• Staffing: Contractor must maintain an adequate workforce; stability and continuity are essential. Personnel must be fully trained, licensed, certified, and qualified.

• Identification: Contractor personnel must wear identification badges or uniforms.

• Combating Trafficking in Persons: Zero tolerance policy applies.

• Organizational Conflicts of Interest (OCI): Contractor must notify the KO of any potential OCI and submit a mitigation plan.
