Scope of Work

- Waste Handling: Deep burial of APHIS-regulated waste (defined as animal/plant material from outside the U.S. or commingled with it) at a minimum depth of three feet. Vehicles transporting this waste must be secured. Other materials not in supersacks can be managed as non-regulated waste. Concrete riprap should go to a landfill but does not require deep burial.
- Site Access & Lease: The contractor must take over the lease of the private property entry point. The current USDA lease is in holdover, and an increase in lease cost is anticipated, with the transaction handled by the lessor's realtor.
- Disposal: Discarded tires are to be disposed of at Colt Scrap Tire Center (9300 Old Gentilly Road, New Orleans), with estimated fees of $2.50 (regular) and $11.00 (large truck). The landfill does not require an APHIS permit but must document site origin and ensure deep burial for regulated material.
- Earthwork: Requires 9,835 cubic yards of clean fill and 1,736 cubic yards of topsoil for backfill. Dewatering wells are required as water is currently present in the borrow canal.
- Permits & Safety: Contractor is responsible for securing necessary permits. No hazardous materials license or 40-hour HAZWOPER certificate is required. No security clearance is needed, but clear photos of government-issued IDs are required for site access. Minimum on-site security is a padlock on the gate.
- Wastewater Management: Refer to Section 02 61 13, Part 3, Subpart 3.03 A for specifications on wastewater management, including GAC units, and adherence to applicable permits.
