Scope of Work
The contractor will provide all personnel, equipment, and services for comprehensive water and soil testing, on-site observations, and process audits. Key tasks include:
- ARMD Environmental Sampling (CLIN 0001): Water and soil testing per PWS paragraphs 5.1-5.1.6.6.
- OBOD Environmental Sampling (CLIN 0002): Water and soil testing per PWS paragraphs 5.2-5.2.9.6.
- Resampling (CLIN 0003): As needed, per PWS paragraph 5.2.7.
- CDRLs (CLIN 0004): Delivery of annual TARP Training, OPSEC Training, ARMD Annual Report, and DEMIL Annual Report. All services must comply with RCRA Subpart X and PADEP-approved sampling plans (Appendices E-1 and E-2). Sampling must be performed within 30 days of order, with results submitted within 10 days of testing completion. EPA Stage 2B data validation is required.

Evaluation Factors
Award will be made to the responsible Offeror whose quotation is most advantageous to the Government, considering price and other factors. Evaluation will be based on:
- Technical: Requires a detailed execution plan, understanding of PADEP-approved Environmental Plans (Appendices E-1 and E-2), proof of technician qualifications/certifications, and similar work experience.
- Past Performance: Submission of three most recent and relevant efforts (within the past three years) of similar size and scope.
- Price: Offerors must propose pricing for all items, including a spreadsheet detailing fees for each sample required by PADEP plans and any resampling fees. Entry Gate Criteria: Offerors must provide proof that the laboratory used for sample analysis is Pennsylvania Accredited by the Commonwealth of Pennsylvania Laboratory Accreditation Program. A Professional Geologist (PG) is required to review analytical data.
